What You Will Do
The Associate Laboratory Directorate for Weapons Production (ALDWP)'s Weapons Mission Services Division (WMS-DO) is looking for a dedicated professional to join our management team as Staff Operations Manager (SOM). WMS-DO is responsible for providing oversight and management of the training and procedures Safety Management Programs (SMPs) and assuring applicable Weapon Quality drivers are met by providing effective, value-added information management and learning program services. The SOM will reside on-site and support WMS division in mission objectives, strategic planning, and leadership of administrative and operational activities. The SOM will report to the WMS Division Leader and be responsible for interfacing cross-collaboratively with other divisions/stakeholders within the directorate and across the Lab.
Support the Division Leader and Deputy Division Leader in the creation and implementation of strategic business operational plans.
Serve as an advisor to the division management team on operational and administrative matters where consistency across the division is necessary for effectiveness, efficiency, and institutional compliance.
Ensure division business operations and administrative processes/practices are seamlessly integrated with the Chief Operating Office and Weapons Production directorate as a whole.
Help ensure division functions are compliant with Laboratory policies and regulatory requirements.
Track, develop, and recommend priorities, best-practice techniques, and methodologies to facilitate business and operational functions that support the mission of the division.
Coordinate, communicate, and implement a wide variety of business and operations functions.
What You Need
Minimum Job Requirements:
Operational Excellence
Expert knowledge and successful demonstrated experience with the administrative management of business, operational, and/or programmatic activities in the following areas: safety; security; financial management; HR; communication; government, community, and customer relations; training; and procurement. Demonstrated acumen with operational budget, space, staffing and planning.
Leadership
Demonstrated supervisory experience with an excellent record of team building, collaboration, and conflict resolution. Knowledge of, and demonstrated successful experience in, management, mentoring, and professional development of professional and administrative staff.
Communication
Demonstrated ability to interact effectively with all levels of management and personnel. Excellent oral and written communication skills, including expert skills and proven experience in the preparation of reports, matrices, drafting and implementation of new process and procedures, preparing correspondence for executive level managers.
Problem Solving
Advanced experience in effective decision-making and creative problem-solving including skills in researching and recommending solutions to problems. Expert knowledge of, and successfully demonstrated experience in, developing, implementing, and managing innovation and process improvements.
Clearance
Ability to obtain a DOE Q-Clearance.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Background and experience in the application of organizational/industrial psychology or organizational learning/development practices.
Proficiency in multiple laboratory-wide business systems such as Oracle, Time and Labor, Concur, Ariba, iLink, MicroStrategy Reports, and other computer software applications (e.g., Microsoft Office Suite).
Advanced knowledge of the Laboratory's organizational, governing policies, procedures and instructions.
Experience working with sensitive and classified matter in a classified environment.
Active Q-Clearance.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
