The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS is seeking to hire a Web Content Specialist to join the Web Services team within the Service Delivery Unit. The Web Content Specialist will be responsible for providing technical knowledge to support information and communication technologies (ICT) strategies for content management systems and SharePoint services. The incumbent will develop and promote a comprehensive technical and business governance model for SharePoint applications in preparation for MS online services. The Web Content Specialist will be responsible for supporting requests for mass.gov platform, SharePoint site account maintenance activities, including site configuration, custom features deployment, bandwidth monitoring, managing space, and maintaining backups.
The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00 AM - 5:00 PM EST.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Duties and Responsibilities:
Maintain and support modification requests for the mass.gov platform through making and documenting requesting changesWork closely with Agency Liaisons to publish robust content updates and to proactively develop innovative contentProvide technical knowledge in support of information and communications technologies (ICT) strategies for SharePoint services and content management systemsDevelop and promote a comprehensive technical and business governance model for SharePoint applications in preparation for MS online servicesEnsure SharePoint functionality while addressing and resolving any issues with software performanceMonitor SharePoint for performance issuesTroubleshoot SharePoint issues promptlyComplete SharePoint maintenance activities including site configuration, custom features deployment, bandwidth monitoring, managing space, and maintaining backupsManage and revise the layout of SharePoint sitesProvide SharePoint technical support to EOHHS usersHandle confidential and sensitive information responsibly while adhering to all Commonwealth and EOHHS policies, best practices, procedures, and regulationsPerform other tasks as required by the Web Services team
Preferred Knowledge, Skills, and Abilities:
Two (2) years of demonstrated Microsoft SharePoint experienceProven experience with content management systems or frameworksHands-on experience with network infrastructure servicesDemonstrated experience with Power Platform, including Power Automate and Power ToolsOperating knowledge of Microsoft Office and Windows ServerFamiliarity with website layouts and HTMLKnowledge of best practices for maintaining information securityProfessional understanding of Microsoft O365 and AzureKnowledge of the software development industryAbility to understand and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activitiesHighly organized and able to maintain detailed documentation on processes, standards, and projectsStrong multitasking and time management skills with the ability to prioritize effectively and efficientlyExcellent analytical skills, with the ability to independently analyze requests and issues to provide support and resolutionsCreative problem-solving and critical thinking skillsExcellent verbal and written communication skills with the ability to present and translate technical concepts to both technical and non-technical audiencesStrong leadership skills and ability to work collaboratively in a team environment
Education and Certifications:
Bachelor's degree in Information Technology, Computer Science, or other related field or equivalent work experience

Qualifications

Minimum Entrance Requirements:
Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least three years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.
SUBSTITUTIONS:
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.
IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming maybe substituted for a maximum of one year of the required (A) experience.
VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitution will be allowed for more than two years of the required (A) experience.
NOTE: No substitution will be allowed for the three years of the required (B) experience.
