Job Title: Vice President of Community Services Programs

Schedule: Monday-Friday, 9am – 5pm, Evenings and weekend hours as needed
Salary: $183,000-210,000*

Position Overview:
The Vice President of Community Services Programs has operational responsibility for direct service program development and implementation in alignment with Vibrant Emotional Health’s mission and strategic direction. The VP reports to the Chief Program Officer and works collaboratively with the CPO and Vibrant’s Executive Team to advance strategic priorities. The VP of Community Service Programs must be flexible in approach, an innovative and strategic thinker, and be comfortable working in a complex and challenging environment. The ideal candidate has significant knowledge of and experience with overseeing the operations of Medicaid-billable as well as government contracted and/or philanthropically funded services. In addition, the ideal candidate has knowledge of, experience with, and interest in dimensions of diversity that result from different and/or intersectional identities, such as ethnic, socioeconomic, racial, gender, sexual orientation, ability, age, cultural differences, other important identity characteristics, and how these issues of diversity intersect with mental health and the effective delivery of services.
Duties/Responsibilities:
Supervise a team consisting of the Assistant Vice President of Youth and Family Services as well as program leadership at the senior director and director levels
Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility and performance
Oversee and manage a portfolio of $2M Medicaid and MMCO billable services
Ensure ongoing excellence in the areas of program development and implementation, service delivery, program billing, compliance and continuous quality improvement
Work with staff to develop systems to ensure consistent, high-quality project management, including, but not limited to, collaboration with the compliance and quality improvement teams
Manage all contracts and budgets ensuring:
deliverables are met;
modifications are requested, as needed
expenditures and revenue are in line with annual program budgets
program billing procedures are followed accurately and in a timely manner
Pursue key funding opportunities in collaboration with the Chief Program Officer and Strategic Partnerships leadership
Provide support and leadership in program development and expansion alignment with agency’s strategic plan, ensuring smooth execution during period of organizational growth
Provide guidance in agency cross-collaboration, develop a strong department team/network that creates a culture of comradery and cohesiveness, while sustaining culture of DEIB (Diversity, Equity, Inclusion and Belonging) principles
Maintain up to date knowledge of relevant policies and program regulations that govern program implementation and compliance
Required Skills/Abilities:
Exceptional leadership and interpersonal skills, including strong team building capacity
Demonstrated experience in building teams, and working effectively with partner organizations to provide mental/behavioral health services to program participants across the client life cycle (children/youth, families, adults, older adults)
Strong knowledge of program operation best practices that align with regulatory compliance
Experience providing oversight to Medicaid/MMCO billable programs
Expertise in supervision, program budgeting, program implementation, evaluation and ensuring quality in service provision
Familiarity preparing proposals for Federal, state and municipal grants a strong plus.
Required Qualifications:
Minimum of ten years of substantial relevant experience administrative and programmatic oversight of mental health and/or social service programs
Candidates must be enrolled or eligible to enroll in NYS Medicaid Program w/in 30 days of hire (New York State: LCSW, Licensed Psychologist, Licensed Physician, or Licensed Nurse Practitioner)
Significant experience managing multiple teams.
Strong project management skills.
Superior written and verbal communication skills (including presentations) and the ability to drive execution in a team environment
Must be a self-motivated team player with proven ability to identify issues and manage multiple priorities while striving for practical business solutions
Physical and Sensory Requirements:
Mostly sedentary work; using standard office equipment including: a computer, keyboard, and telephone
Ability to work collaboratively with staff, residents, families, service providers and others
Ability to remain calm and composed under stress
Ability to respond to telephones and other auditory stimulation
Ability to evaluate/interpret information and make independent judgment/decisions
