  Essential Job Functions

  • Evaluates initial approval petitions submitted by educational institutions and job training establishments to ensure the adequacy of data required by Title 38, U.S. Code (G.I. Bill). Evaluates new or changed programs to ensure they are educationally sound.

  • Assists director with required annual visitations to institutions to ensure continued compliance with standards; documents evidence of findings via narrative reports.

  • Conducts VA institutional compliance audits as required by State Approving Agency contract.

  • Assists in the investigation and resolution of complaints brought by the Veterans ' Administration or individual veterans against institutions.

  • Analyzes internal school policies to ensure conformity with regulations.

  • Checks progress and attendance of veteran students to ensure that they maintain eligibility for federal benefits; counsels individual veterans as to the appropriate choice of institutions or withdrawal of approval for institutions that violate federal or state criteria.

  • May conduct one-to-one orientation for certifying officials and educate them on the requirements of the application and review process.

  • Works with the director in the creation of the annual VA budget, contract, and related activities.

  • Works with Outreach Coordinator and Administrative support in outreach activities.

  • Assists Director with monthly and quarterly SAA reports

  • Participates in outreach activities and staff efforts working with stakeholders and encouraging the use of GI Bill education and training benefits

  • Participates in applicable veteran ' s apprenticeship council meetings to encourage the use of GI Bill benefits apprentice and on-the-job training programs

  • Assists with annual training sessions to ensure institutions comply with all applicable regulations under USC Title 38

  • Oversees the ongoing tracking and review of institution catalogs to ensure compliance with the provisions of 38 CFR 21.4253(d)(1) & 38 CFR 21.4254(b)

  • Other duties as assigned

  Qualifications

  Preferred Qualifications/Other Skills/Abilities

  Masters's Degree in Management, Public Policy, or a related field preferred Ability to understand and explain the provisions of laws and regulations governing the unit' s responsibilities Ability to give written and oral instructions and a precise and understandable manner Knowledge of modern educational theory and methods and teaching and instruction techniques . Knowledge of state and federal education laws and regulations. Awareness of laws and regulations as they specifically relate to the training of eligible individuals Title 38, U.S. Code (G.I. Bill) . Ability to counsel and assist students in need of educational or vocational guidance. Ability to work with minimal supervision. Working knowledge of federal and state budgetary and fiscal procedures. Experience in post-secondary education preferred. Ability to analyze reports and draw conclusions . Experience in postsecondary education.

  Requirements

  - Bachelor' s Degree is required .

  - Applicants must have at least (a) four years of full-time or equivalent part-time experience in investigatory, program compliance, or related work . - Knowledge of interview techniques

  - Experience in writing reports and analyzing data

  - Driver' s license and reliable mode of transportation

  - Strong problem-solving skills

  - Strong communications skills

  - Experience in analyzing financial statements

  - Experience in counseling and assisting students needing educational or vocational guidance.

  A Master' s Degree may be substituted for a maximum of 2 years of the required experience.
