     License and Certification Qualifications: Commercial Driver's License (CDL) with Passenger and School (P&S) Bus endorsements required.Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.Experience Qualifications: Ten years of related experience required.Skills Qualifications: Ability to make decisions based on logical reasoning and deduction using experience, education, and knowledge of pertinent laws; demonstrated skills in oral and written communication; ability to understand the overall effect of decisions made; ability to manage non-standard procedural assignments and resolve a wide range of logistical problems due to the number of uncontrollable variables; ability to understand codes, regulations, and policies; interpersonal skills to work successfully with internal and external contacts; ability to work well under pressure; and ability to multitask and meet deadlines under pressure.Primary Responsibilities: Responsible for serving as the front-line of transportation support including collaborating with local school administrators, coordinating route planning and coverage contingency plans, interfacing with parents and community members, and directly supervising Bus Managers to ensure the safe and timely transportation of Gwinnett County Public Schools (GCPS) students.1. Provide direct support, management and leadership to all Bus Managers within the transportation zone.a. Lead, grow and develop Bus Managers through implementation of the GCPS performance management and evaluation framework.b. Provide daily oversight and management of operations, extending front-line support to drivers as needed.c. Act as the front-line avenue for all communication to the Bus Managers, including operational changes, policy or procedure updates, and all downstream communication from district and transportation leadership.d. Manage employee issues including tardiness, absenteeism, late call-outs, and employee relations disputes.e. Plan, coordinate, and conduct monthly zone meetings and develop presentations.f. Provide intensive support to new Bus Managers released from training, ensuring that appropriate support is made available.2. Ensure the safety of student transportation services provided.a. Prioritize the importance of safety in all transportation services through practice, communication, reinforcement and regulation.b. Provide front-line observation of Bus Managers for reasonable suspicion of drug or alcohol misuse, and respond accordingly as trained.c. Conduct safety training each month during zone meetings. d. Schedule, observe and evaluate emergency evacuation drills.e. Notify Bus Managers of selection for random drug and alcohol testing.3. Coordinate transportation route planning, coverage, and contingency plans.a. Make daily adjustments to routes, schedules, and driver assignments based on absences, late call-outs, breakdowns and other factors.b. Ensure that all student transportation routes in the zone are covered and that students will be delivered to school on time each day, including the scheduling of double-backs and combining routes.c. Coordinate adjustments to routes as needed and coordinate communication of necessary route changes and updated information.d. Determine the safest possible location for all planned bus stops.4. Serve as the front-line point of communication for transportation operations, interfacing with local school staff and administration, community members, law enforcement officials, and parents of GCPS students.a. Communicate with local school staff and administration on all issues related to transportation operations, including planning for upcoming school year operations and sharing updates or changes.b. Serve as the front-line point-of-contact for escalated issues involving parents of GCPS students and/or community members, using de-escalation and problem solving skills to reach resolution as needed.c. Coordinate with law enforcement officials in the event of accidents or issues requiring their involvement.d. Provide communication and training to school staff on routing software, allowing them to access the school's routing information.5. Provide support and oversight of student behavior management and infractions.a. Assist Bus Managers with student behavior problems. b. Review protocol and assure that the Bus Manager has followed appropriate steps in attempting to address and control student behavior.c. Interview students and investigate the situation to identify the inappropriate behaviors and the root cause.d. Communicate with local school administration and provide documentation in order for appropriate action to be taken.6. Manage the response to and handling of transportation accidents as they may occur.a. Respond to all reported accidents on-site, acting as the primary point-of-contact for escalation.b. Follow established protocol to ensure the safe handling of any students or Bus Managers involved in the accident.c. Coordinate with the Transportation Accident Investigator to investigate and prepare written reports.d. Communicate with law enforcement officials and parents of students involved as needed.7. Manage the administrative processes required to support all transportation operations within the zone in an accurate, timely and efficient manner.a. Review, verify and approve the weekly payable time for all zone Bus Managers.b. Report all absences and route coverage changes for AM and PM routes to dispatch on a twice-daily basis.c. Input routing changes into the planning software as needed.d. Ensure that reporting and record keeping requirements are met for personnel records, performance management, student referral reports, route time/headcount reports, check-ride reports, and driver's route assignments.8. Assist with the district's Inclement Weather process and procedure.a. Inspect assigned roads, routes and areas when inclement weather occurs.b. Follow established protocol to report inspection findings, informing the district's decision as to safety of school opening.9. Manage the continuous safety and quality improvement for all transportation services within the zone.a. Regularly observe Bus Managers and identify needs for remedial training, and develop action plan with Safety & Training.b. Provide continuous staff development to all Bus Managers during regularly scheduled monthly zone meetings.c. Regularly review routing and headcount data and adjust as needed to reduce overloads.d. Regularly conduct "safe-stops" in zone area, reviewing the safety of all established bus stops and making adjustments as needed.10. Perform other duties as assigned.Physical Demands:While performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
