About the Work Unit
The Colorado Department of Transportation (CDOT) is filling a Transportation Project Support Services Manager position in our Denver Headquarters location. Project Support Services encompasses the Program Reporting and Transparency Office (PRTO), Alternative Delivery Services, Construction Engineering Services, and Project Development Services. Project Support Services is responsible for developing standards, procedures, and statewide programs, as well as providing assistance and expertise for statewide consistency regarding CDOT’s Capital Construction Program.
About the Position
As the Transportation Project Support Services Manager, you will be responsible for a wide scope of complex programs through subordinate supervisors. Areas that you will oversee include project reporting and transparency, alternative delivery services such as Construction Manager / General Contractor (CM/GC), construction engineering, engineering estimates and market analysis, engineering standards and specifications, design engineering and CADD services, engineering cost estimating services, Local Agency support, right-of-way acquisition, outdoor advertising, and railroad and utilities services.
Your duties and responsibilities will include, but are not limited to, the following:
Oversee multiple work units, providing leadership, direction, and guidance in developing, delivering, and executing the goals of each program;
Supervise four subordinate supervisors and one program assistant;
Develop plans, goals, and objectives for personnel based on the Chief Engineer’s and other CDOT Executive Management’s top priorities;
Work with a wide variety of internal and external stakeholders related to CDOT’s Capital Construction Program in situations that may be controversial and politically sensitive;
Guide the integration of program reporting and transparency techniques into existing CDOT processes;
Collaborate on the development and reporting of the CDOT 10-Year Plan and the outward-facing dashboard for SB 23-268 compliance;
Guide the PMWeb Steering Committee for both PMWeb preconstruction and construction platforms;
Ensure uniform understanding and approach of construction administration procedures, including quality assurance and technical training;
Ensure consistency in the development of multi-modal transportation plans, specifications, and estimates; railroad coordination; and utilities coordination;
Ensure uniform understanding and approach of inclusive right-of-way procedures and local agency administration procedures;
Provide expertise in alternative delivery methods at the state level with professional engineering firms and organizations, the construction industry, local agencies, and federal agencies;
Represent CDOT in public hearings and/or public meetings; officially defend CDOT’s position and/or actions by testifying before a court of law as an expert witness;
Guide and direct staff based on Executive Management, Transportation Commission, and/or FHWA policy and intent; when requested by policy makers, explain Project Support Services practices and how they support CDOT/FHWA policies;
Arbitrate technical engineering differences of opinion between FHWA, CDOT, and Local Agencies; approve the solution that best supports CDOT’s mission of providing the best possible transportation system for Colorado;
On behalf of the Chief Engineer, develop and draft responses to questions from Executive Management, Transportation Commission, state legislature, federal agencies, other state Departments of Transportation, local entities, media, and the public;
Manage the Mentoring Program for employee development and encourage franchise participation for the CDOT regions;
Serve on councils, task forces, work groups, and internal and external committees;
Lead the Construction Engineering Direct to Project transition and lead quarterly update meetings and outreach;
Other job duties as assigned.
Work Environment:
Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You may have the ability to work a hybrid schedule with a combination of in-office and remote work.
Travel required during work hours throughout Metro Denver/Front Range.
Occasional overnight travel 4-6 times a year throughout Colorado and potentially out-of-state for conferences.
Operates in a politically sensitive environment.
Required to operate CDOT vehicles.
Position is located at CDOT Headquarters in Denver.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
A bachelor’s degree from an accredited college or university in a field related to highway or transportation engineering, transportation planning, business or public administration, construction management, or another field of study closely related to the job duties.
AND at least 6 years of full-time professional experience in leading and directing highway or bridge design and construction programs/projects at a level that significantly impacted the success or services of a corporate or public entity. This experience MUST include at least 2 years of experience in all of the following:
Setting and executing goals and objectives for a complex, diverse program
Developing and managing a significant budget
Allocating resources to achieve program objectives and goals, and
Strategic planning
Direct supervision of professional staff.
Substitutions:
Additional experience in leading and directing highway or bridge design and construction programs/projects will substitute for the degree requirement on a year-for year basis.
A graduate degree in one of the fields of study listed above will substitute for the required general experience on a year-for-year basis, but will not substitute for the 2 years of specific experience.

Conditions of Employment
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

A current valid driver’s license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
Preferred Qualifications
The exceptional applicant will be an experienced Transportation Engineering Manager and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Years of State service experience related to the duties of this position;
Highest work/personal ethics and integrity;
Current, valid, Colorado Professional Engineer License;
At least 8-10 years of full-time professional experience in leading and directing highway or bridge design and construction programs/projects at a level that significantly impacted the success or services of a corporate or public entity
Comprehensive knowledge and experience in public and/or private management of a multimillion-dollar program/organization;
Comprehensive knowledge and experience with highway construction and design, and project delivery;
Knowledge of CDOT Project Delivery Manual, Road and Bridge Standards and Specifications, M&S Standards Book, and Project First Initiative;
Thorough knowledge of federal, state and local regulations within a transportation context;
Leadership and vision across multidisciplinary groups;
Experience effectively implementing human resource management including recruitment, selection, training, mentoring, performance appraisal, recognition and management, in order to ensure employees are treated fairly and Division objectives are achieved;
Adapting leadership styles to various situations, modeling high standards of honesty, integrity, trust, openness and respect for individuals by applying these values daily;
Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;
Ability to work with the general public, professionals, consultants and staff, with sensitivity to their needs, priorities, promises made and commitments;
Ability to foster and maintain excellent working relationships with Colorado Contractor's Association and American Consulting Engineers Council;
