CGI Federal's Housing Sector team that partners with public housing authorities (PHAs) and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Training Specialist for Housing Inspections. This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing providers. New team members receive in-depth training to prepare them for their role. Additional training and professional development opportunities are also available for both the affordable housing industry and general business skills.
It is the primary responsibility of the person filling this position to update the current training materials to be compliant with NSPIRE regulations and to provide for all live, blended, and electronic training needs of Operation staff as they relate to HQS/NSPIRE operations.
The Training Specialist is part of the team that develops, reviews and updates policies and procedures to fully comply with both HUD and CGI requirements. The role is fully responsible for the development, updating, and training delivery for all manuals.

Your future duties and responsibilities
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
• Build competency and capacity through the development, design, and implementation of impactful training initiatives using a variety of learning experiences including online training modules, live video, and in-person trainings.
• Update current HQS policy and procedure manuals to comply with evolving HUD NSPIRE regulations, local housing administrative plans, and CGI Federal framework.
• Design, deliver and continuously optimize new hire and professional development training for all levels of Inspections staff.
• Identify process gaps and inefficiencies and implement solutions. Drive for improvement, transformation, and alignment of business needs.
• Proactively anticipate business needs and present solution options to support management, finance, systems and quality assurance teams.
• Schedule appropriate training sessions and track training completion and compliance.
• Analyze the effectiveness of trainings and make recommendations for improvement.
• Prepare and update hard copy training materials such as module summaries, videos, and presentations.
• Complete all required reports, tasks and updates as assigned.
Required qualifications to be successful in this role
• Bachelor's degree OR equivalent experience in lieu of education.
• A minimum of 1 year of directly related experience in Training and Development.
• Ability to communicate effectively at all levels, including delivering presentations in front of small and large groups.
• Knowledge of NSPIRE regulations, local building codes, construction methods (new and rehabilitation) and housing systems (electrical, plumbing, heating).
• Proven Experience in the fields of Public Housing, Real Estate, Building Inspections, Code Enforcement or the equivalent of education and experience, Licensed Home Inspector (preferred).
• Aptitude to learn quickly, analyze policy, develop content, write directives, and disseminate information using multiple mediums.
• Strong consultative skills and proven ability to make persuasive recommendations based on business rationale.
• Open Collaborative style: the ability to work both in a team environment and autonomously with minimal supervision or direction.
• Excellent organizational skills and attention to detail.
• Must be PC literate and able to effectively use MS Word, Excel and Outlook and hand-held electronic devices.
• Must possess a valid driver license, a good driving record and meet all state insurance requirements.
• Must be able to travel and pay business expenses up front and then be reimbursed within a reasonable length of time per CGI's expense policy.
• Due to the nature of this US government contract, US citizenship is required.

The determination of this range includes various factors not limited to: skill set level; experience and training; and licensure and certifications. CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $42,200 - $67,600.
