Position Summary Information
General Summary
The Training Section Manager supervises the Utility Services and/or Production Training Section located in the Learning and Development Division of the Utility Services Department. The incumbent is responsible for evaluating, coordinating, and setting the direction for the assigned department’s training program. They ensure training is properly coordinated with the skill-based pay program and any other department programs they are designated to support. This is a working supervisor position in which the incumbent may develop and deliver training classes as well as lead and manage the overall training program.
Essential Functions
Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Leads and manages their assigned department’s training program
Serves as the Project Manager for the assigned department’s skill-based programs
Evaluates and ensures the training program is effectively coordinated with the skill-based pay program and other programs as needed
Conducts training needs analyses and interprets and implements findings to establish programs and services to increase employee knowledge and skills
Responsible for the maintenance of the assigned department’s training records
Oversees the knowledge and skills assessment program of the skill-based pay program; ensures established procedures are followed
Develops and delivers training courses
Other Functions
Ensures uniformity of approach and cataloging of training courses and materials in the training library
May participate as a Subject Matter Expert on Skills Assessment Panels for the skill-based pay program, if applicable
Attends assigned department meetings to report on the training program and receive feedback from the department
Conducts on-site inspections to evaluate methods and procedures used by assigned department’s employees in operating and maintaining systems, plants, and facilities; develops training to assist in this mission

Required Knowledge, Skills, And Abilities
Thorough knowledge of operations as it relates to water and wastewater
Thorough knowledge of safety rules and regulations
Excellent organizational, analytical, managerial, and communication skills
Excellent computer skills in Microsoft Word, PowerPoint, Excel, and Outlook
Ability to utilize analytical and managerial skills in evaluating the effectiveness of the assigned department’s training program and make modifications as necessary
Ability to deal effectively with personnel at all levels and to establish and maintain good working relationships
Ability to plan, formulate, assign, and supervise classroom activities and hands-on field exercises
Ability to effectively present ideas and recommendations in oral and written form (including electrical and/or mechanical plans, diagrams, and specifications)
Minimum Education, Experience Requirements
Bachelor’s degree in Business Management, Education, Public Administration, Environmental Science, or related discipline
6 years of progressively responsible experience in the design and delivery of training, operations, or operational support
2 years’ experience training or facilitating training programs
OR
High School diploma or equivalent
10 years of progressively responsible experience in the design and delivery of training, operations, or operational support
2 years’ experience training or facilitating training programs
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Supervisory/management experience
Experience developing industrial training programs
Water and wastewater utility experience
Coaching Certificate from the Association for Talent Development, or similar
