Test Engineering Manager
Position Summary:
KBR is seeking a test engineering manager to support the United States Space Force's (USSF) Satellite Control Network (SCN). The SCN provides highly reliable and secure data transfer, telemetry, tracking, command, control, and communications (TT&C3) for more than 195 Department of Defense (DoD), National Reconnaissance Office (NRO), civil, and allied satellites.
Duties and Responsibilities:
Designs and develops test programs, processes, and systems to measure the functionality and integrity of products and services. Designs and builds test stations.
Writes test plans and procedures and protocols to assess product reliability and evaluates the ability of products to meet performance standards and specifications. Perform requirement evaluation and requirements mapping/verification to relevant tests/test phases.
Prepares/presents Test Readiness Reviews (TRR) to the customer in advance of test start. Gathers test data and evaluates the results of tests including test logs to determine if product designs and architecture meets customer specifications and performance expectations, follows up with test report. Develops test simulations as needed to evaluate how products react under different conditions and analyzes product failure to assess the integrity and reliability of product performance.
Debugs test hardware and software. Analyzes test cases and scenarios and reports results. Collaborates with other engineering groups to improve or upgrade product performance Recognized as an external (Industry) thought leader within a strategic family or discipline.
Proactively identifies and solves the most complex problems that impact the management and direction of the business for assigned Group. May participate in the development of the product or business strategy for the Group. Guides multidisciplinary projects or initiatives. Progression to this level is typically restricted based on business requirements.

Primary customer contact for test area of responsibility. Responsible for the overall performance of key areas and staff including all aspects of test engineering program. Provides specialized technical expertise in support of the test program, including specialized testing techniques,
The ideal candidate has experience establishing professional rapport and interacts with the customer on significant Satellite Control Network (SCN) and related needing test technical guidance. Manager serves as the primary customer interface to ensure customer satisfaction for program test issues. Responsible for ensuring work is accomplished in a timely and cost-effective manner. Ensures awareness and monitors employee compliance with all applicable company, policies, and procedures. This position reports to the Mission Assurance Manager for day-to-day operations.
Interacts with external entities responsible for monitoring DSLM test program quality/results. As they relate to program/project schedule and expenditure or efficient use of resources, and overall quality of KBR contractual product deliveries.
Responsibilities:
Establishes and monitors organization objectives, work plans, schedules, standard procedures, and metrics to ensure resources are available for completion of all test organization tasks and assignments.
Oversees the financial budget, quality performance, technical planning, and development for the program’s overall test effort meeting cost, productivity, accuracy, and timeliness targets.
Collaborates/coordinates daily with customer reps to guide related test strategies, problem solving/management to enable the overall team to better respond to program related problems or issues
Leads the long-term test planning process for the program and drive development processes and solution alternatives for this part of the program team Uses judgment to interpret internal and external issues and develop best practices.
Conducts and provides minutes for test program status reviews and contribute/participate as needed in Technical Interchange Meetings
Provide test related content for program proposals.
Oversees test department employee timecard authorization, collection, and signing as well as travel authorizations and expense reports.
Reviews staff performance against goals. Plans, approves, and implements actions for the timely development and progress of individuals.
Basic Qualifications and Skills Requirements:
Must be a US Citizen and possess/capable of obtaining a DoD secret clearance.
A demonstrated ability to provide guidance and direction in relevant tasks to the areas of responsibility/staff (Test engineering)
A proven expertise in the management and control of project tasking and resources.
Demonstrate ability to lead, guide/mentor and manage staff in multi-task contracts.
Must have excellent interpersonal and human relations skills.
Demonstrated strong analytical, problem solving and organizational skills.
As a test manager, possess effective communication skills to deal with external government agencies especially in area of test program.
General knowledge of the SCN or other operating systems including test engineering and management.
Preferred Qualifications and Skills Requirements:
Skills required for this job are typically acquired through the completion of a college or university degree in Engineering and 15 or more years of relevant experience. In lieu of formal education, at least 20 years of similar or related experience in areas described above
Professional management degree/certification highly desired.
Basic Compensation:
Salary range: $111,000 – 132,000
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
