The mission of the Executive Office of Veterans' Services (EOVS) is to advocate on behalf of all the Commonwealth's veterans and provide quality support services and to direct an emergency financial assistance program for those veterans and their dependents who are in need; an outreach program for homeless prevention, suicide prevention, two State Operated Veterans' Homes and two Cemeteries. The state-operated veterans' homes were established as multifaceted healthcare facilities available to eligible veterans of the Commonwealth of Massachusetts. The mission is to provide long-term care and support services with dignity, honor, and respect in the best possible healthcare environment for eligible veterans who reside in the Commonwealth. The Holyoke Veterans Home is a state-funded, fully accredited health care facility that offers veterans quality health care, including full-time residential accommodations, and provides educational and social services for Veterans in the Commonwealth. The Holyoke Veterans Home is staffed by approximately 330+ administrators, clinicians, nurses, certified nursing assistants, skilled trade, dietary staff, housekeeping staff, contractors, consultants, and general administrative personnel. EOVS is currently seeking a Technology & Systems Project Manager to oversee the Electronic Medical Health Record (EMR) project and other software applications. EOVS is currently transitioning their paper records into an electronic health record and seeks an individual with EMR implementation experience. The incumbent will report to the Deputy Superintendent and collaborate with the EOVS Department of Homes and Housing Chief Transformation Officer. The Technology & Systems Project Manager will play a pivotal role in driving organizational transformation, change management, technical readiness, and effective communication.
The primary work location for this role will be 110 Cherry Street, Holyoke, Massachusetts, 01040. The work schedule for this position is Monday through Friday, 8:00AM to 4:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Candidates should be local only.
Duties and Responsibilities:
Oversee and report on the progress within each stage of implementation, development, and operational activities of the Electronic Medical Health Record (EMR) solution.Lead and coordinate organizational change management activities for software applications, notably the EMR implementation.Develop and implement facility-wide plans for change management, communication, and expectation management throughout the project lifecycle.Ability to implement, develop, troubleshoot, and provide ongoing learning for the EMR.Collaborate with EOVS IT Management, Homes and Housing Chief Transformation Officer, EOTSS, and vendors to implement recommended change management strategies.Analyze and optimize workflows and deliverables in coordination with the facility project team, fostering a culture of change that ensures full utilization of the EMR and other software applications.Ensure technical readiness in all project phases, with accurate reporting to project governance and stakeholder coordination.Track and coordinate project requests and deliverables, manage facility resources, and schedule facility project team meetings.Monitor and assess the impact of change on employees, collaborating with the project management team to develop necessary management plans.Identify usability shortfalls in the EMR through testing, workflow analysis, and user feedback, offering recommendations for improvement.Create implementation strategies to ensure staff across all levels embrace and sustain workflow changes.Cultivate and train staff with varying technological skill levels to ensure successful adoption of new processes and protocols.Communicate information and strategies effectively in an environment with split shifts and limited communication mechanisms.Manage competing priorities and unanticipated obstacles, pivoting the team's focus as needed.Determine internal priorities, deadlines, and goals for assigned veterans home project teams.
Preferred Knowledge, Skills, and Abilities:
Minimum of 5 (five) years of experience in technical project management, specifically with electronic medical record implementation.Minimum of 5 (five) years of experience working within a healthcare environment.Strong operational and project management skills.Demonstrated ability to lead an Informatics team.Knowledge/Experience with LEAN principles.Working understanding of SDLC (software development life cycle).Prior experience communicating with a software vendor to translate the needs of the business.Ability to foster a collaborative work environment and demonstrate excellent leadership skills.Skilled in communicating with healthcare professionals such as nurses and clinicians, software professionals, business stakeholders, and other employees.Possess strong organizational, presentation and customer service skills.Possess excellent problem-solving and team collaboration skills as required in project environments.Proven track record in driving complex system integration projects and converting / transitioning / and consolidating businesses applications to new application platforms.Experience in ethically maintaining the confidentiality of sensitive information or discussions.Proficiency with Microsoft Office, MS Project and Visio and collaboration tools.
Education/Certifications:
Bachelor's Degree in Information Technology, Informatics, or Computer Science or equivalent work experience.Project Management Certification (PMP), (PMI) are preferred, but not required.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
