The Technical Planning Manager is accountable for providing accurate reporting on department projects status and managing resource needs. This position will work with departmental, company-wide, governmental, and various external organizations to develop and maintain effective working relationships.

Reviews and approves work order for accuracy and developing/revising business plans as appropriate, ensuring that all design, construction, and safety standards are met. Supervises incoming projects (Distribution Substation Planning, Infrastructure Replacement, Rule 20, Overhead Conductor Program, Public Safety Power Shutoff Frequently Interrupted Circuits, Grid Modernization, Grid Resiliency Program, etc.) to guarantee work is assigned appropriately by skill level to balance workload level between the design staff, and to meet design execution targets. Leads and coordinates design activities and contract resources to meet department goals while working with peer hub managers and organizations to maintain workload level across the department. Manages employee performance and development by conducting performance planning reviews, mentoring employees, and carrying out disciplinary actions when necessary. Reviews employee and hub performance related to approved budgets, objectives, core activities, quality, cost efficiency, and client responsiveness utilizing various reporting means such as Project Tracker, Power BI, and similar reporting interfaces to help make informed decisions as well as provide regular performance report outs to Senior Leadership and the organization. Supports and monitors the implementation of new work processes and methods, technology, and automation (e.g., proactive scheduling of design tasks), while meeting ongoing project demands. Manages the selection, training and development, performance management, compensation, and discipline of subordinate personnel. Establishes and manages consistent work practices including carrying out safety standards/protocols to ensure a safe work environment. Leads change in support of a positive work environment. Acts as a division manager in their absence. Performs other responsibilities and duties as assigned.
Qualifications
The essentials
Five or more years of supervisor and/or leadership experience. Five or more years of experience in electrical utility distribution service planning or equivalent position in substation, transmission, or generation. Valid US Driver's License.
The preferred
Bachelor's degree in Business, Engineering, or a related field. Experienced in construction standards, transmission and distribution design standards, and/or G.O.95/128 standards. Prepared and reviewed work orders or construction plans on projects using construction, engineering, and design practices and procedures. Developed strategic plans to support customer happiness, workflow processes, allocation of resources, and department operations. Selected and developed employees to fill talent gaps including knowledge of human resource policies, procedures, principles, and laws including discipline, training and development, salary administration, selection of personnel, affirmative action, and equal opportunity. Proficient in Microsoft Word, Excel, Outlook 365, and programs such as DM, CSRP, GeoView, and Click Schedule.
You should know
This position's work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
