Kaizen was awarded in November 2021 the USAID Supporting Civil Society Engagement in the Local Development Process (“the Activity”). The Activity builds on previous USAID/Djibouti investments and aligns with the U.S. Mission’s Integrated Country Strategy (ICS) Goal #3 – under Mission Objective 3.3: The Djiboutian public understands values such as good governance and freedom of expression as a result of partnerships with the U.S. mission.
The Activity also aligns with the Djiboutian government's strategy through the Djibouti 2035 vision. The main objective of the four-year project is to provide technical assistance to strengthen the organizational and operational capacities of key local development actors, including local authorities in the interior regions and civil society organizations.
The project aims to:
IR1: Strengthen the Enabling Environment for Civil Society Organizations (CSOs).
IR2: Increase the Capacity and Effectiveness of CSOs to collaborate and coordinate with each other and government agencies.
IR3: Prevent and Mitigate Gender-Based Violence (GBV) with Special Emphasis on Female Genital Mutilation (FGM).
Position Description
The Technical Coordinator will support the technical component of the project team and will report to the Technical DCOP. The Technical Coordinator will contribute to the implementation of the CSO grants portfolio and activities and will be responsible to assist in monitoring grants activities and supporting technical staff in designing and implementing technical activities, including verification of grant activities, updating the technical team on grants’ progress, challenges and achievements, supporting the technical team in implementing their various technical activities and providing overall support (both technical and logistic), in compliance with Kaizen and applicable USAID regulations across the entire grants cycle.
Responsibilities and Tasks
Significantly contributes to supporting implementation of technical activities, including grant activity implementation oversight and verification, supporting the technical team in designing and implementing, implementation management, monitoring, and communication with recipients (as delegated by the technical team).
Coordinates with the technical team to enhance grantees and other partner CSOs’ technical management capacity.
On an ongoing basis, coordinates with technical team focal points on progress of grants.
Works closely with the technical team on reporting needs to reflect implementation of activities by grantees.
Along with the technical team, review, and submit grants deliverables acceptance forms to the Grants and Procurement Technical Manager,
Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Kaizen policies, systems, and values.
Perform other duties assigned by the DCOP Technical to support the execution of project activities. Be able and willing to travel extensively to the five regions.
Period of Performance: February 04 th- July 30th, 2023
MINIMUM QUALIFICATIONS
Bachelor’s degree required.
Minimum of five (3) years of experience with the design, administration, management, and monitoring of development activities in Djibouti is required.
Ability to work in a professional and cordial manner with fellow staff, implementing and cooperating partners, CSOs, and government agencies.
Strong interpersonal skills and ability to work with culturally diverse staff.
Prior experience in managing programmatic activities.
Prior experience with USAID grant management contracts and familiarity with USAID grant management, policies, and procedures will be an advantage.
Fluency in French and Proficient in English will be an advantage.
Proven analytical and problem-solving skills.
Experience writing reports activity reports required.
