The Center on Child Wellbeing and Trauma (CCWT), a division of the Office of the Child Advocate, supports child-serving organizations and systems in Massachusetts in becoming trauma-informed and responsive through trainings, technical assistance, communities of practice, and coaching.

About the OCA
The Office of the Child Advocate (OCA) is an independent executive branch agency with oversight and ombudsperson responsibilities, established by the Massachusetts Legislature in 2008. The OCA's mission is to ensure that children receive appropriate, timely and quality state services, with a particular focus on ensuring that the Commonwealth's most vulnerable and at-risk children can thrive. Through collaboration with public and private stakeholders, the OCA identifies gaps in state services and recommends improvements in policy, practice, regulation and/or law. The OCA also serves as a resource for families who are receiving, or are eligible to receive, services from the Commonwealth.

Purpose of the Job
Under the direction of the Deputy Director, CCWT, the Senior Technical Assistance Manager oversees the delivery of training and technical assistance programs for state agencies and providers that work with children and families. This role involves providing guidance, support, and expertise to program staff, partners, and stakeholders to enhance the quality, efficiency, and effectiveness of state agencies and providers becoming more trauma informed and responsive. This work includes supervision of Technical Assistance Specialists.
Essential Functions and Responsibilities
In partnership with the Deputy Director, the Senior Technical Assistance Manager manages day-to-day logistics of training and technical assistance development and delivery. Collaborates closely with state, provider and community partners to evaluate their needs for developing trauma-responsive approaches and subsequently develops and executes training and technical assistance projects. Conducts trainings and technical assistance sessions with partners. Prepares and reviews agency plans toward becoming more trauma responsive and contributes feedback to full CCWT workplanResponsible for oversight of Technical Assistance SpecialistsAnalyze trauma assessment data from the Trauma Informed Organizational Assessment to identify trends and areas for improvement.Designs, oversees, and manages training and technical assistance of curriculumDevelops presentation materials to provide training and technical assistanceUnder direction of Deputy Director, supports recruitment and onboarding of new provider organizations and /state agency partners. Proactively addresses operational issues and collaborates with team members to solve problems quickly and thoughtfully.Manages assessment and technical assistance work including supporting agencies with all aspects of the CCWT assessment process. Establishes and maintains productive collegial relationships with provider organizations and state agencies Performs other related duties as needed.

Qualifications
Qualifications
• Experience managing diverse teams,
• Ability to work with and manage the use of external consultants.
• Knowledge of childhood trauma/ACES/positive childhood experiences and resilience
• Ability to make persuasive presentations to various interdisciplinary audiences.
• Excellent computer skills (Microsoft Office-Word, Excel, PowerPoint) and/or other software.
• Experience in project management
• Excellent oral and written communication skills.
Preferred Qualifications
• Master's degree in relevant field
• Curriculum development experience
• Experience in field of adult learning
Minimum Entry Requirements
(A) bachelor's degree from an accredited institute of higher education in public policy, human services, or social work. (B) seven (7) years of full-time or, equivalent part-time, professional, supervisory or managerial experience in public policy, human services, or social work, of which (C) at least one (1) year must have been in a project management, supervisory or managerial capacity or (D) any equivalent combination of the required experience and substitutions below.
Substitutions
I. A Graduate degree in a related field may be substituted for three (3) years of the required (B) experience.
II. A Doctorate degree in a related field may be substituted for four (4) years of the required (B) experience.
