Location:
This role will be located in Bridgetown, Barbados. Field work is expected to require approximately three weeks of travel in the Caribbean in within the window of February-April 2024.
What will you do?
Bixal is seeking an Evaluation Team Leader for an endline performance evaluation of the USAID/ESCStrengthening Disaster and Climate Resilience (SDCR) Activity. The Eastern and Southern Caribbean region consisting of Antigua & Barbuda, Barbados, Dominica, Grenada, St. Lucia, St. Vincent & the Grenadines, and St. Kitts & Nevis, experienced a rising number of storms with increased intensity over the past decade. Countries have suffered from increased variability in climatic patterns with resulting negative impacts including flooding; sea level rise; drought; water scarcity and rise in vector borne diseases.
Such disruptions have had a significant negative impact on the economies of these countries. Key sectors impacted include tourism, health, water, and agriculture, with damage to infrastructure as well as livelihoods impacted. Often times when a disaster occurs it is the entire country that is affected given their size. The ability to adapt therefore depends not only on the availability of economic resources but perhaps more importantly on having people with the necessary training and knowledge who can plan the responses to make the countries more resilient. The purpose of the SDCR Activity was to strengthen systems in the Eastern Caribbean to become more proactive and resilient to the devastating impact of natural disasters that are increasingly caused by climate variability.
The Team Leader will be responsible for the technical direction and management of this endline evaluation. This evaluation is intended to examine what aspects of the program worked well, which did not work well, and lessons learned to inform potential future projects.
Important Note:
This assignment is a short-term consulting role of an initial 8 remote days dedicated to evaluation planning, leading into another 40-45 days of evaluation implementation in early 2024. The timeframe of this assignment is expected to be 4-6 months beginning as soon as possible.
ResponsibilitiesPrepare the Evaluability Assessment using a template and guidance from Bixal. Prepare the Evaluation Statement of Work using a template and guidance from Bixal. Support the recruitment and on-boarding of evaluation team members. Lead the development of the Evaluation Work Plan and in-briefing meetings with USAID, the implementing partner and Bixal. Lead the evaluation team in the development of the evaluation design, methodologies, data collection tools, and data analysis approach. Develop the evaluation data analysis plan and oversee/execute any quantitative or qualitative analysis process, including coaching/training team members on analytical processes. Oversee data collection and ensure data collectors complete notes from qualitative data collection (e.g., interview notes) in a timely fashion. Lead out-briefing meetings with USAID, the implementing partner and Bixal. Lead the preparation of the draft and final evaluation reports, coordinating inputs from other evaluation team members, as appropriate, and incorporating feedback from reviewers. Cultivate and maintain a positive working relationship with the implementing partner and USAID. Coordinate with the evaluation team, USAID, and Bixal to ensure a high-quality evaluation design and rigorous data collection and analysis processes. Lead on dissemination activities, if applicable.
QualificationsDemonstrated previous experience as a Team Leader on at least two evaluations with similar scope and complexity. Sectoral expertise in climate change/resilience, or disaster management preferred. Experience in the Eastern Caribbean highly preferred, and local candidates prioritized. Strong experience and knowledge in quantitative and qualitative research, data analysis, and data management. Minimum of eight years of experience conducting mixed-methods evaluations. Master’s degree or higher in related field, such as international development, environmental engineering, environmental studies, or science. Superior written and verbal communication abilities, with demonstrated experience writing effective evaluation reports and delivering presentations tailored to different stakeholders, enhancing evaluation users’ ability to integrate evaluation findings and recommendations into their work. Strong management and people skills. Solution-oriented and nice person to work with. Exceptional organizational abilities and verbal and written communication skills. Fluency in English required.
