After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation's first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY
We are looking for an experienced leader to join our team as a Senior Vice President of Project Controls and Risk Management. This individual will be responsible for leading the internal and third-party development, implementation, and operation of contracts, job controls, risk, change, and claims management.
PRIMARY RESPONSIBILITIES
Project Controls & Contracts:
Create, implement, and execute project control plans to support contract requirements and the successful execution of project controls.Understand and stay current on business/industry trends and the implications for the project control functions.Effectively communicate with the team on project control issues.Provide direction and expertise to project control-related activities and resources, in support of planning and execution requirements for large capital-build projects.Able to produce quality project reporting and analysis for Executives.Develop and maintain contract forms and establish processes for negotiation, as well as requested changes to those standards.Review contract drafts to ensure they include adequate cost, scope definition, and project control requirements.
Schedule & Budget Assessments:
Provide budget estimates for project control labor hours in support of the proposal process.Develop and maintain resource-loaded project schedules.Plan and budget the project control resources and systems necessary to support the project.Monitor, analyze, and report on progress, cost and schedule variances, and forecasts.Track RFIs/change orders and analyze cost/schedule impact.Incorporate baseline changes into the schedule.Resolve issues and provide consistency between the cost control, planning/scheduling, and estimating functions and deliverables.
Risk Management & Compliance:
Develop, review, and maintain project Risk Management Plan (RMP), risk breakdown structures, risk registers, risk libraries, and risk identification tools, metrics, and reports in support of project needs.Engage in pre-claim activities and coordinate with the negotiations of claim settlements.Provide oversight of claim review processes and provide recommendations to promote resolutions and positive outcomes.Ensure OCIP insurance for the project in coordination with internal stakeholders and external insurance brokers.Evaluate contract requirements, identify risk areas, and recommend mitigation plans.Provide leadership in integrating the risk management process with other key project procedures (e.g. Change Management, Forecasting, Cost, Trends, and Claims).Provide guidance for the analysis of assigned risk initiatives or work planning requiring detailed risk development, assessment, and response planning efforts.
REQUIRED AND PREFERRED EXPERIENCE
A minimum of fifteen years of progressive project control experience with increasing responsibility, with working knowledge of the construction process.Undergraduate degree in Business, Finance, Construction, or Engineering.Demonstrated experience within a company of at least $600M in annual revenue or a mega-project venture valued at more than $1B.Experience in alternative forms of project delivery, such as design-build within a Public-Private Partnership (P3).
