About Supervisory Transportation Security Inspector

  Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This Supervisory Transportation Security Inspector position is located Philadelphia International (PHL), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Planning, developing, implementing, administering and evaluating critical transportation inspections programs for the compliance of persons and transportation under Title 49 Code of Federal Regulation (CFR) Part 1500 series. Serving as a technical expert to the Federal Security Director (FSD), FSD staff, and industry stakeholders on the administration of critical and complex compliance and enforcement programs designed to ensure secure transportation and to protect the nation's public from terrorism, piracy, or other acts of sabotage to transportation systems, facilities, and networks. Administering critical and complex compliance enforcement programs designed to protect the nation's public from air transportation piracy, and other acts of sabotage to air transportation. Supervising and mentoring a team of Transportation Security Inspectors (TSIs) in more than one speciality (Aviation, Canine, Cargo and/or Surface). Conducting and supervising subordinate TSIs in conducting inspections of all transportation regulated parties, including, but not limited to, airports, aircraft operators and indirect air carriers, mass transit, trucking, freight/passenger rail, and other transportation personnel subject to Federal regulations involving transportation security. Conducting and supervising subordinate TSIs in performing complex and technical inspections of all regulated parties to determine overall security posture and compliance. Monitoring TSI compliance with applicable laws, security policies, regulations, and agreements to identify potential problem areas or deviations from prescribed standards. Performing technical reviews, analyzing and making appropriate recommendations concerning security measures promulgated through TSA approved security programs. Identifying and responding to security violations or potential violations. Responding to transportation security incidents and other incidents as defined by the National Incident Management Systems or as directed by the Federal Security Director. Determining when an enforcement action should be initiated, preparing enforcement investigation reports and recommending to TSA counsel the type of action and level of penalty commensurate with the nature and severity of the violation. Providing testimony and participating in enforcement proceedings. Entering data pertinent to investigations, inspections and incidents into the national database Performance and Results Information Systems (PARIS). Reviewing and approving data pertinent to investigations, inspections and incidents entered into the national database PARIS by subordinate TSIs. Reviewing, analyzing, and approving assessment reports and testing results with specific attention to identifying unusual trends or actions that appear to have the potential for developing a security/safety problem. Reviewing and formulating recommended or alternative courses of action to be pursued by regulated parties in order to satisfy security requirements. Coordinating, performing, or reviewing evaluations of the integration of new technology, traditional measures, and human factors to assure operational effectiveness and efficiency of the overall security system. Coordinating and performing tests and audits, validating and inspecting security processes, procedures, systems and equipment in connection with compliance inspections and vulnerability assessments. Preparing and reviewing written analyses of inspections, assessments, and determining the adequacy of corrective measures required to improve security posture or to restore compliance. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must be able to obtain and maintain a Secret level security clearance. Selective Service registration is required. Must pass pre-employment drug screening AND random drug/alcohol testing. Must have and maintain a valid Driver's License. You must be available for "on call" work and be available for duty within the U.S. and possibly worldwide to protect U.S. transportation interests. You must be available to work various shifts, including frequently changing and uncommon tours of duty. Must successfully complete the Basic Transportation Security Inspections and/or Surface course. If you fail to meet the conditions of employment or any other pre-employment requirements, such as missing any of the scheduled appointments, the hiring agency may rescind their tentative offer of employment. Supervisory/Managerial Trial Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory trial period to continue in this supervisory/managerial position. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Serving as a senior specialist or team lead in conducting security transportation system inspections and investigations, Determining when enforcement action should be taken, Testing security equipment and systems, Monitoring compliance with policies, regulations, agreements to identify potential problems and deviations from TSA and/or other Federal regulatory operations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. TSA will not make a monetary payment for any leave forfeited under these circumstances.
