Summary This position is located in location negotiable, Federal Student Aid, Office of Student Experience and Aid Delivery, Delivery Systems and Extended Workforce Support Directorate in Washington, DC. The Delivery Systems and Extended Workforce Support Directorate is responsible for contractor onboarding, training and general enablement, oversight of the Customer Relationship Management (CRM) tool used to track the workflows and progress. Responsibilities Supervisory Program Manager/Senior Manager AD-340-00- SM, AD-0340-00, duties include: Directs the full scope of program operations and develops and executes acquisition strategies, goals, plans, processes, and procedures to meet requirements in accordance with ED instructions and process and acquisition policies and as appropriate. Provides overall direction and guidance for the full scope of FSA operations related to planning and execution of manpower, recruitment, logistics, financial resources, and contracts. Exercises independent judgment and applies exceptional executive managerial skills with a broad background in program management. The highly technical work is critical to carrying out FSA’s mission and ED program efforts and is fully responsible for the efficient and economical use of resources necessary to accomplish the mission. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. Specialized experience for the AD-0340-00 (Senior Manager) is demonstrated by performing one year of experience equivalent to the GS-15 Equivalent level in at least two (2) of the following three (3) duties or work assignments: Experience in contract management overseeing loan servicing vendors to adhere to contract specifications related to the delivery of student aid programs. Experience with leading the implementation of complex programs, systems, and solutions related to the delivery of student aid. Experience with Loan Servicing Operations to include managing systems and Title IV Higher Education Act (HEA) loan processing. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
