Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the Training Air Wing Four of TRAWING FOUR. Responsibilities You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. You will provide technical oversight, develop performance plans and rate employees. You will ensure all supervisory performance management tasks are completed in a timely manner to include clearly communicating performance expectations throughout the appraisal period, holding employees accountable. You will provide expertise in mathematical and experimental design analysis, statistical analysis, operations and training research methods and techniques to ensure a successful program. You will identify issues and coordinate requirements, schedules, and program development recommendations. You will direct complex program studies that affect pilot training and resource policies that may represent significant departures from established work operations and that may have fiscal impact considerations in the millions of dollars. You will provide interface with departments to identify current issues, approaches and techniques that may affect plans and policy decisions. You will evaluate and continuously modify processes to improve pilot production. You will identify factors within the training process that influence production and determine resource requirements and allocate resources across training sites. You will oversee the development and monitor databases used by higher authorities for widescale, significant policy and operational decisions. You will communicate information to management for effective evaluation of program operations and milestones and analyze extracts, summarizes, and identify significant trends and issues. You will develop new ways to assess program accomplishments, results and effectiveness and prepare and present high level briefings of conclusions. You will manage all elements of the student flight and ground training progress data collection and reporting process. You will ensure levels have accurate and timely information and analysis-based recommendations to support increased dollar and long-lead production management resource decisions. You will utilize student management systems to provide oversight and guidance to student performance evaluation and tracking, ensuring grading methodology is sound and reported in a timely manner. You will carry out long-term evaluation of performance trends and monitors training systems for necessary adjustments, curriculum focus, or syllabus revision. You will manage the student flow and ensure their training and quality of life issues are addressed, including effective liaison with international students. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supervising personnel, while establishing or applying operating policies and procedures to analyze programs, resolve problems, and advise management for the efficiency or effectiveness of a training program.
