  Summary About the Position: As the Section Chief, you will lead and supervise a team reviewing contracts and contracting actions for a variety of supply, service, A-E, environmental and/or construction contracts; for the development of guidance material; and for providing technical advice to management and contracting officers at an activity procuring a wide variety of items, the most complex of which include extensive negotiations involving cost or pricing data and special or unusual contract terms. Responsibilities You will supervise, plan and direct the Contracting Division's Analysis Section in the Business Oversight Branch (BOB) Advise the Branch Chief on the personnel resources to be devoted to particular programs or to individual functions. Develop local procurement policy, analyze latest procurement policy to advise and interpret policy, and provide input to draft policy from all levels of DoD procurement policy. Serve as a senior procurement analyst and business advisor to the Contracting Division Chief and other key officials in all aspects of contracting. Supervise, plan and direct the Contracting Division’s Analysis Section in the Business Oversight Branch, and on overall personnel management activities to include positions and pay and selection of subordinate employees. Conduct procurement management reviews and providing corrective action plans for any deficiencies or negative trends that are not compliant with procurement regulations and agency policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Educational Requirement for the 1102 occupation. Degree: Bachelor's degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees. -OR- Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting one of the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes conducting Department of Defense procurement and acquisition planning process AND source selection panels AND contract review and approval processes AND contract administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Ability to lead or supervise Acquisition Strategy Problem Solving Procurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. A one year supervisory probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Contracting Career Field (CF) position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Salary will be determined based on the duty location after selection. The salary listed reflects the 2024 Rest of US scale (16.82% locality). Salary will be adjusted to meet the locality pay of the duty location upon selection.
