About Supervisory Management and Program Analyst

Summary The Supervisory Management and Program Analyst performs key duties in the areas of management analysis, administration, coordination, and investigation in support of the numerous and diverse functional areas and programs within and throughout the GCVHCS. The Supervisory, Management and Program Analyst is a senior management officer of the Primary Care Support Office and reports directly to the Associate Chief of Staff (ACOS), Ambulatory Care Services, Gulf Coast Veterans Health Care System. Responsibilities Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Confirms employees position profiles are accurate and complete. Responsible for monitoring and analyzing the staffing, patient capacity and workload of primary care teams and providers. First line supervisory responsibilities include setting performance requirements, evaluation, initiating action on disciplinary matters, awards and training activities, labor relations, approval of leave and setting work schedules. Reviews administrative audits and investigative reports to determine appropriate changes or corrective action required. Develops new or modified administrative program policies, regulations, goals or objectives. Supervise the performance of and perform duties related to recruiting, performing job analysis, workforce planning and analysis to accomplish the organization's mission. Analyzes and valuates proposed changes in mission, operating procedures, and delegations of authority. Analyzes new proposed legislation or regulations to determine impact on program operations and management. Manages salary recommendations and completes recruitment forms for Market Pay, Job Analysis, Recruitment and Relocation Incentives, Board Action forms. Work Schedule: Full-Time, Monday through Friday, 7:00AM - 4:30PM, tour of duty to be determined by supervisor based upon facility needs. Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently addresses major issues, program goals and objectives, work processes, and administrative operations of the organization. Conducts detailed analyses of complex functions and work processes, and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Applies pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studies. Understands basic budgetary and financial management principles and techniques as they relate to the long-range planning of programs and objectives. Analyzes and evaluates methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. You will be rated on the following Competencies for this position: Analytical Reasoning Decisiveness Knowledge Management Preferred Experience: Experience gained while working in a medical facility working with Human Resources Management Service managing Employee Labor / Labor Relations and recruitment needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting or carrying light items such as paper, books, and charts. Travel to facility CBOCs and divisions/sites of care is required to verify/validate rooms, staffing, and primary care setup on a periodic, basis.
