Summary The Supv Management and Program Analyst is located in the Mission Support Team which provides essential services to DoD OIG headquarters and field offices. The services include strategic planning, HR, budgeting, acquisitions, logistics, IT, data analytics, security management, and document management. Responsibilities include supervising the front office staff, managing daily operations, providing technical advice to MST leadership, and promoting innovation and continuous process improvement. Responsibilities Supervises MST front office staff by planning and assigning work, establishing priorities, managing employee expectations, resolving conflicts, and holding employees accountable for completing tasks. Establishes MST FO internal control procedures and coordinates high priority-controlled correspondence from the DoD and Military Departments, Congress, other federal Offices of Inspectors General, CIGIE, DCIE, GAO, and internal OIG Components. Reviews MST processes and procedures to identify inefficiencies and implements streamlined management initiatives that improve the efficacy and efficiency of MST’s internal operations. Collaborates with the CFO and MST Special Assistant to compile and submits MST’s POM/BES submission. Collaborates with the CFO to develop the congressional budget justification (CBJ) and prepare its submission to OMB. Engages the OMB Examiner throughout the budget cycle; and collaborates with OLAC to respond to OMB inquires and Congressional Questions for the Record. Manages the MST personnel actions process (RPAs) for recruitment, reassignment, promotion, position reclassification, awards, etc. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience: One year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: 1. Senior-level experience in advising executive leadership on fiscal, acquisition, human capital, logistics, information technology, security, and administrative matters affecting a large (1500+ employees), geographically dispersed organization; and 2. Demonstrated proficiency in using process improvement practices to maximize the efficiency of operations and ensure coordinated, streamlined, and result-oriented management.
