  Working Hours: 8:30am - 5:30pm (flexible)

  Salary: GS-14 $132,368.00 - $172,075.00

  Full Performance level: GS-14

  Number of Positions Available: 1

  Duration: Full Time

  Mission Statement:

  The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

  Major Duties: Designs and develops IT audit programs and conducts short and long range audit planning to assess compliance with policies, regulations, and laws. Leads complex audits (including, but not limited to IT-related controls assurance and controls readiness) to add value to the organization and support management's mission of mitigating risks. Develops creative solutions to controversial problems encountered during the examination of sophisticated and highly complex IT systems/networks. Initiates and leads conversations with senior management, stakeholders, program owners, and users to walk through entire audit processes, discusses audit findings and recommendations, and track corrective/mitigating action plans. Prepares and reviews technical components of audit reports and working papers to verify the proper use of audit techniques, the reasonableness of conclusions and recommendations, and compliance with applicable standards. Manages data analysis activities for the office, including supervising one or more data analysts in the preparation, processing and reporting of large amounts of data. Trains, mentors, and develops junior team members with a specific focus toward growing technical skillsets and equipping team members to advance in their career. Qualifications and Evaluations

  This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

  A. Degree in accounting, management information systems, or similar; or degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting or management information systems. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally as "accountant or/auditor.")

  OR

  B. Combination of education and experience- at least 4 years of experience in accounting/IT auditing, or an equivalent combination of accounting/IT auditing experience, college-level education, and training that provided professional accounting/IT auditing knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or management information systems courses of appropriate type and quality; OR a certificate as Certified Public Accountant, a Certified Internal Auditor, or a Certified Information Systems Auditor obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or management information systems, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, management information systems, or a related field, (b) a panel of at least two higher level professional accountants or management information systems specialists has determined that the applicant has demonstrated a good knowledge of IT auditing and the related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting or management information systems, the applicants education, training, and experience fully meet the specified requirements. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

  Specialized Experience (SE):

  GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:Experience conducting or leading detailed analysis, audits, or inspections of programs.Experience performing assessments and internal controls.Experience in accounting or resource management (Federal Information System Controls Audit Manual (FISCAM), Committee of Sponsoring Organizations of the Treadway Commission (COSO) Framework, or Sarbanes-Oxley Act (SOX) compliance. The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position. If you are hired, you will be required to serve a two-year probationary period. Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary Employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI. The probationary periods will be served concurrently. Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record): a. Percent of time worked in the particular position (cannot conflict with main duties)

  b. The month/year work began

  c. Frequency worked (i.e., daily, monthly, etc.)

  d. Specific duties performed
