Summary
This position is located in the New Service Design and Development Division, Office of Consular Systems and Technology Division, Bureau of Consular Affairs (CA/CST/NSDD). NSDD is responsible for selecting, designing, and implementing new IT services in addition to functioning as the software developer and integrator supporting CA and external customers both domestically and overseas. The incumbent also serves in a senior advisory role to management.
Duties Manage a team of highly independent professionals in the development of online or digital projects and programs which may include data and digital analytics, content management, information architecture, and management of web services. Oversee professional staff as they develop guidelines, procedures, and operational changes that improve the effectiveness and consistency of programs, to ensure customers' digital experiences are effectively measured and managed. Responsible for the direct management of assigned personnel; ensures the smooth integration of matrixed personnel into assigned programs and projects. Establish professional relationships with peers and executives, lead the analysis and implementation of innovation in assigned branch, ensure effective coordination and collaboration, and emphasize the importance of critical thinking. Set vision and lead assigned staff to improve assigned program areas objectives, goals, and methods with an overall goal of improving program delivery, identifying actual or potential problem areas and risks which may impact program operations.

Conditions of Employment U.S. Citizenship is required. Must be able to obtain and maintain a Top Secret security clearance. One year probationary period, unless excepted by regulation. Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
1. Attention to Detail - planning work to accomplish goals of NSDD Division
2. Customer Service - providing technical advice on requirement modification
3. Oral Communication - obtaining cooperation from counterparts in other agencies
4. Problem Solving - deciding on solutions to problems facing subordinates
AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience in the development, implementation and ongoing management of enterprise-wide digital technology plans, programs, and microservices to improve the delivery of assigned programs and projects. Experience with theories, techniques, and methodologies of product management, to ensure optimum utilization of assigned resources. Experience implementing improvements based on analytical results, to include stakeholder and third-party input, to integrate the customer experience and facilitation of services to the public. Experience delivering large-scale IT projects successful on time, on budget, and on value. Experience developing strategic plans and experience coordinating, communicating, and implementing large IT system initiatives. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
