NAVAL OBSERVATORY (USNO), WASHINGTON, DC. You will perform or advise on work in any phase of system of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will plan work, set priorities and schedule work as necessary. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience formulating budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget request; control, and reporting of obligations and expenditures. Experience developing, determining, and interprets budgetary policies and practices. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Experience implementing legal and regulatory controls over approved budgets. Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience demonstrating supervisory duties such as planning work and setting work schedules for subordinates.
