　　Summary

　　As a Senior Subcontract Procurement Specialist at Parker Fluid Systems Division in North Hollywood, CA, your role will be pivotal in securing optimum quality, service, and value for our products and services. This will be achieved through proficient bidding, negotiation, and effective supplier management. You will be entrusted with the development, negotiation, and administration of highly intricate and high-risk subcontracts. Your focus will be to ensure adherence to cost, schedule, legal, and performance criteria from our suppliers, thereby playing a critical role in maintaining the high standards of our operations .

　　This role is primarily in North Hollywood with occasional visits to our Irvine offices. This position does not have direct reports.

　　Responsibilities

　　Selects qualified suppliers and manufacturers and develops new supply sources of high dollar value, long lead time, critically needed parts, equipment, materials, or service. Acts as chairperson of the quotation/proposal evaluation/selection committee and presents the results for appropriate management review.

　　Performs material planning duties related to assigned commodity including lead-time maintenance, analyzing material requirements, asset management, and other associated activities.

　　Supports concurrent engineering efforts by selecting suppliers to participate in development activities aimed at obtaining cost effective, producible, reliable decisions.

　　Solicits and evaluates proposals/quotations from suppliers and negotiates prices and terms to achieve optimum results for the company. Prepares and conducts market surveys and bidder conferences to gather or provide information necessary to select subcontractors. Assembles pre-award documentation required for anticipated subcontracts.

　　Negotiates long-term contract agreements with key suppliers to obtain effective prices, terms, products, and services.

　　Plans and conducts major contract negotiations. Prepares subcontracts, statement of work, supplier data requirement lists, contractual documents and amendments as required to comply with contract specifications.

　　Conducts supplier site visits and evaluates them as to production capability, performance, delivery, and other key business criteria. May support or lead supplier certification surveys as part of a technical and/or quality team.

　　Administers subcontracts by interpreting and implementing the terms, conditions, and/or provisions of the purchasing agreements. Develops and administers all reporting procedures with subcontractors on rates of expenditure and analyzes such expenditures against allowed budgeted amounts.

　　Qualifications

　　Bachelors degree (BA) in Business Administration or related field(e.g. finance, law/contract law; program management), or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field.

　　Demonstrated ability to perform the essential functions of the job typically acquired througheight or more years of increasingly responsible experience in contract administration or procurement including two or more years of high-level project and customer/supplier management.

　　Certificate in Purchasing Management (CPM) or Contracts Management and prior international subcontracting experience highly desired.

　　Strong working knowledge of MS Office 365 (Word, Excel, PowerPoint, SharePoint).

　　Knowledge of standard procurement compliance practices, familiarity with ERP systems.

　　Strong interpersonal and project management skills; demonstrated ability to work with engineers and all levels of management.

　　Must be detail oriented, with excellent analytical and problem-solving skills.

　　Strong relationship management skills, with the ability to work effectively across teams and persuade/influence others.

　　Please note that the salary range information is only applicable for California. Compensation is based on a variety of factors, candidate experience, qualifications, location as well as market and business considerations. We aim to offer a base pay that aligns with the midpoint of our salary range. Pay Range: $98,429 - $164,140.
