About Strategist

  Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Plan, develop and evaluate the related strategic planning documents in support of United States (U.S.) national security and foreign policy interests and programs. Plan and complete assessments of the IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments. Engage DGP and NCTC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements. Plan and facilitate development of strategic guidance for DGP and NCTC programs and activities. Plan and develop efforts to create a culture of strategic planning across the DGP and NCTC by promoting best practices in strategy development, execution, and evaluation and by communicating to IC agencies priorities, activities, and impact in order to promote shared vision, values, and goals. Establish, sustain and advance outreach activities within NCTC, ODNI, the IC, and beyond to ensure long term strategy development is informed by best practices from the U.S. Government, industry, and foreign partners. Plan and prepare briefings, reports, and presentations to organizational leadership and other U.S. Government officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure organizational strategic plans and programs align with NCTC, ODNI, IC, and National strategic objectives. Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Mandatory Requirements: Extensive knowledge of strategy development and planning and a demonstrated ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans. Demonstrated ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Demonstrated organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes; demonstrated ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. At least one year of experience at a national intelligence agency. Desired Requirements: Master-level knowledge of the IC's analytic and collection processes, intelligence policy development process, tradecraft development programs, policies, and procedures. Demonstrated knowledge or experience in program and project management, or business administration, and a demonstrated ability to manage both strategic tasks and daily business operations. Excellent organizational, managerial, and leadership skills including an ability to manage the professional development of staff employees. Strong strategic and tactical planning, critical thinking, and analytic skills required to propose innovative solutions and implement change with resourcefulness and creativity. Proven ability to coordinate, network, and communicate across the IC and U.S, Government agencies. Excellent oral and written communication skills, including the ability to convey complex information to audiences of all levels, clearly. Demonstrated ability to work effectively with teams, build and sustain professional relationships, exert influence at all levels across the IC. Education Bachelor's Degree.
