The Executive Office of Technology Services and Security (EOTSS) places our customers and constituents at the heart of everything we do. EOTSS is seeking a to hire a highly motivated individual to join the Office of Strategy Management team as Strategic Engagement Manager. The Office of Strategy Management is a team of strategy consultants who guide cross-functional initiatives from vision to implementation. We serve as the lead business engagement team for EOTSS and partner with Executive Branch agencies across the Commonwealth to improve the outcomes of projects and initiatives at the intersection of technology and constituent services. We approach engagements by identifying agency pain points through current state mapping; designing and evaluating operational and technical strategies for addressing pain points; and supporting our recommended solutions through managing procurements and implementing technology. Recent and ongoing engagements include building a new paid family and medical leave program, prototyping a case management workflow for a housing agency, and developing the technology strategy and system requirements for law enforcement officer certification.
The Strategic Engagement Manager will be responsible for leading teams as they plan and carry out cross-functional initiatives internally and with outside agencies. Strategic Engagement Managers are:

While valuable, a background in technology is not required for this position. The Strategy team is looking for strong performers who have an abundance of empathy, an eagerness to improve public sector service delivery, and an interest in learning about technology and modern software development practices.
The primary work location for this role will be at 1 Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Responsibilities:
Objective #1: Successfully lead internal and external consulting engagements
Articulate and build consensus around an agency's service and project goals/priorities.Review and evaluate current landscape to understand problem space, for example, conducting interviews, mapping existing business processes, facilitating workshops with stakeholders, etc.
Collaborate with agency executives to develop service and technology strategy recommendation and determine timelines and resource needs.Execute a recommended strategy including managing a cross-functional team to deliver value, for example overseeing a procurement or redesigning a service delivery process.Ensure partners have the right teams, relationships, and processes in place to achieve their goals and sustain success.Take responsibility for the progress of initiatives and projects. Create effective forums for two-way communication with project sponsors/customers about priorities, progress, changes, and risks. Be flexible and responsive to changing needs and circumstances.Help agencies respond effectively to the opportunities and challenges in their policy and operational environments.
Objective #2: Mature our services
Help EOTSS identify opportunities to support executive agencies in their delivery of constituent services.Help the Strategy team refine our existing service offerings and develop new services that bring value to constituents and agency partners.Work with team members to develop standardized artifacts that make our work more consistent and repeatable.
Identify opportunities to collaborate with peers across government and share best practices and tools.
Objective #3: Coach & manage people
Create order amidst complex and fast-paced work. Structure your project teams around clear roles, responsibilities, and processes. Manage and hold team members accountable to goals and plans.Coach and support junior Strategy team members in developing high-quality work products and delivering successfully against project goals.
Participate in a culture of enthusiastic collaboration among team members and project teams.
Preferred Knowledge, Skills, & Abilities:
Three (3) + years of relevant professional experience in a role with similar responsibilities, with a proven track record of success. (Examples: management consulting, business analytics, public sector management, operations management, etc.)
Strong interest in solving service and technology problems facing public-sector agencies.An adaptive, empathetic, collaborative, and positive mindset.Ability to manage relationships between technology staff and other operational areas.Ability to manage projects from start to finish in a complex, regulated environment.Ability to harness and analyze data to inform decision making and organizational design.
Self-motivated with the ability to prioritize tasks in a fast-paced environment to meet deadlines and manage competing demands.Strong written and verbal communication skills.
Education and Certifications:
Bachelor's and/or Graduate degree in Public Policy, Business Administration, or similar field, or equivalent work experience.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
