Job Description:
L3Harris is seeking an experienced Engineering Outsource Project Manager to join our Engineering team in Phoenix, AZ, Grand Rapids, MI, or St Petersburg, FL locations.
The Engineering Outsource Project Manager manages the supplier relationships that L3Harris establishes with external suppliers who provide engineering development activities and services. When L3Harris elects to outsource engineering activities, the Engineering Outsource Project Manager works with program management and project managers to scope the work to be outsourced to external suppliers, select qualified suppliers, and provide oversight of the supplier relationship. The Engineering Outsource Project Manager’s duties are broad in nature and may encompass multiple phases of a product’s lifecycle to include Pursuit, Development, Production or Post-Delivery Support. The Engineering Outsource Project Manager works closely with suppliers to assess capabilities, evaluate performance, and determine staffing capacity to deliver on contractual commitments. The selected individual will be the primary focal point for program management and engineering regarding outsourced engineering design and development activities and services.
Essential Functions:
Responsible for 3rd party supplier management for outsourced engineering and product development activities and services, including contractual negotiations, scope management, and supplier oversight and evaluation.
Work directly with L3Harris program management and engineering project leaders to define outsourced engineering scope within statements of work (SOW) and technical specifications.
Verify funding is secured and set aside for the work to be performed by the supplier. Based on project needs, the work may be fixed price or time and materials based.
Develop contracts with suppliers to secure supplier engineering talent and services and negotiate necessary tools and access to L3Harris resources to complete their work, as defined in the contract with the supplier.
Follow standard procedures to onboard new supplies as needed for each program, including verifying supplier capabilities and availability.
Set applicable milestones and meeting cadence with suppliers and project teams depending on project size and scope.
Provide the main focal for supplier work, tracking status, team workload and delivery of engineering services. This also includes current and future project demand that may be added by each program based on scope and need. Forecast supplier headcount for existing and future programs during the creation and execution of each program.
Qualifications:
Requires proficient knowledge of job area typically obtained through advanced education combined with experience.
Should have practical knowledge of subcontract management and supplier relationship management
Bachelor’s Degree and minimum 6 years of prior relevant experience.
Graduate Degree and a minimum of 4 years of prior related experience.
Preferred Additional Skills:
Experience with engineering product development within aviation regulatory environments employing DO-178, DO-254, DO-160, and ARP4754A practices.
In compliance with pay transparency requirements, the salary range for this role is $73,500-136,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
