General Summary:
Develops, provides, and executes sourcing strategies, options, working with internal customers to conclude decisions based on technology, cost and schedule requirements, and then drives procurement to completion. Drives business aspects of complex, high impact supplier agreements in collaboration with suppliers and internal cross-functional organizations. Responsible for contract negotiations, cost, technology enablement, device development, and services to ensure capacity and supply assurance.
Minimum Qualifications:
• Bachelor's degree in Computer Science, Engineering, Supply Chain, or related field.
• 8+ years of Sourcing or related work experience.
* Foundry or direct foundry business experience is needed
Preferred Qualifications:
• Master's degree in Business Administration, Engineering, or related field.
• 4+ years of experience working in a large matrixed organization.
• 4+ years in a leadership role with or without direct reports (only applies to positions with direct reports).
• 3+ years of work experience in a role requiring interaction with senior leadership (e.g., Sr. Director level and above).
• 2+ years of working with cost projection and management.
Principal Duties and Responsibilities:
• Develops new processes and procedures and defines efficient methods for sourcing based on expertise in standard and Qualcomm's sourcing principles, theories, and concepts. Identifies opportunities for efficiency, aligns across teams to develop and implement efficient and effective solutions.
• Develops sourcing strategies and plans in accordance with supplier engagements or agreements that are aligned with business unit objectives for products or technology.
• Guides others to provide sourcing options and recommendations to internal customers based on technology, cost, risks, and schedule requirements. Uses strong understanding of competitive landscape and business needs to manage and serve as an escalation point for highly complex sourcing issues.
• Leads team to conduct and manage advanced data analysis to identify problems and develop solutions.
• Develops and communicates contract negotiation strategies, including licensing of IP for integration into end products, pricing, device development and/or supply assurance. Guides others during negotiations.
• Collaborates internally and externally to plan and execute work based on an understanding of factors such as design changes, cost targets, and changes to scheduled and quantities. Determines next steps and the associated risks.
• Makes decisions that have global implications. Decisions reflect broad knowledge of functional areas and strategies.
• Reviews assigned projects and determines the level of analyses and associated work that needs to be conducted in order to address these project deadlines and assigns projects throughout the team accordingly. Defines and improves processes for one's team.
• Re-scopes high-level team priorities based on discussions with other departments to determine what input is needed from the team, identify resources, and determines how to respond in the most productive manner based on own team's bandwidth.
Level of Responsibility:
• Works independently with little supervision.
• Provides supervision to direct reports.
• Decisions are more significant in their impact, influencing overall program or project success, finances, and/or the ability to meet objectives. Errors are not readily apparent due to the complexity of work process/product or time between decisions and results. Errors typically result in significant expenditure of time, resources, and funds to correct.
• Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. Role may require strong negotiation and influence, communication to large groups or high-level constituents.
• Works within the prescribed budgetary objectives of the department. Erroneous decisions, failure to achieve results may cause delays in schedules and result in the re-allocation of some resources.
• Has a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to make key decisions).
• Most tasks do not have defined steps; simultaneous use of multiple mental abilities is generally required to determine the best approach; mistakes may result in significant rework.
• Substantial creativity is needed to innovate new processes, procedures, or work products within guidelines or to achieve established objectives.
• Works on abstract problems in variable situations that typically require complex analysis, interpretation, or evaluation of intangible factors. Directs the resolution of complex problems that have impact beyond own area. Participates in corporate development of methods, techniques, and evaluation criteria for projects, programs, and people.
• Occasionally participates in strategic planning within own area affecting immediate operations.

Pay range:
$141,000.00 - $211,000.00
The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm.
