Position Summary Information
General Summary
TheSr. Manager, Pipeline Infrastructure Strategic Planningdirects, manages, and administers the activities of the Pipeline Infrastructure Division. This role is responsible for thedevelopment of linear buried infrastructure asset management plans (water & sewer) for construction/reconstruction projects and the review and implementation of business improvement activities.
Essential Functions
Evaluates asset-related standards generated from the Asset Management Office and determines necessary action to apply such standards within the Utility Service team
Establishes asset management-related policies and procedures for the Utility Service team
Creates and/or reviews summary reports related to asset planning and work flow optimization; critically reviews these reports and recommends response actions, when appropriate
Oversees and/or performs the work necessary to create buried infrastructure asset management plans and implement business improvement projects
Ensures that the outcomes of the WSSC Water Asset Management Office implementations meet the needs of strategic investment planning for the water/wastewater underground linear infrastructure
Supports development of multi-year strategic program plans related to the water/wastewater underground linear infrastructure
Directs and manages all operations related to water and wastewater infrastructure asset management
Researches and reviews new technology applicable to the business processes of the Team
Establishes, implements, and updates procedures to ensure overall Division efficiency, productivity, and effectiveness
Develops work standards utilizing work measurement procedures
Conducts root cause and statistical analyses related to buried infrastructure failure and level of service deficiencies
Supports development of multi-year strategic program plans related to the water/wastewater underground linear infrastructure
Identifies resource requirements and activity performance data for the programs and activities of the group to support budget preparation
Supervises employees including selecting and recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Other Functions
Attends necessary meetings and follows through on recommendations
Keeps abreast of technological advancements and recommends improvements the Division’s operations
Works closely with other groups to assist with the implementation of the Buried Asset Management Program
Performs other related duties as required

Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the principles and practices related to asset management
Thorough knowledge of underground linear infrastructure including operations, maintenance and performance management
Thorough knowledge of the water/wastewater industry
Proficiency with Microsoft Office applications
Thorough knowledge of the principles and practices needed for effective Computerized Maintenance Management Systems ( CMMS )
Knowledge of the principles and practices needed for effective decision support system use, such as RIVA
Ability to create, prepare and effectively present technical and administrative reports, both verbally and in writing
Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment
Ability to assess and balance workloads and project assignments
Ability to make independent decisions, solve problems, and implement those decisions
Ability to communicate effectively, both verbally and in writing
Minimum Education, Experience Requirements
Bachelor’s degree
8+ years project management experience in the delivery of asset management programs, capital projects, or related project management experience
3+ years management experience, including employee supervision
OR
High School diploma (or equivalent)
12+ years project management experience in the delivery of asset management programs, capital projects, or related project management experience
3+ years management experience, including employee supervision
Additional Requirements
Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
Professional Water Asset Manager ( PWAM ) certification
Project Management Professional ( PMP ) certification
Master’s degree
Salary$110,822 - $188,397
