The Office of Approved Special Education School (OASES) oversees all aspects of approved special education schools and collaboratives which are inclusive from initial approval through compliance monitoring. In addition to implementing the Department's compliance monitoring procedures in Program Reviews and Mid-cycle Reviews through an electronic portal, OASES provides significant technical assistance to school personnel, investigates complaints, reviews and approves waivers, Form 1's "Notification/Request for Prior Approval of Substantial Changes," Form 2's," "Serious Incidents and reviews requests from programs for Initial Approvals, Program Reconstructions, Special Circumstances and Extraordinary Relief applications.
The Educational Specialist C is responsible for monitoring and providing all areas of technical assistance to the approved special education schools in the duties named above. This position has a primary focus on special education with some oversight of civil rights as well.
The selected candidate will provide expertise and perform the following functions:
Implement all aspects of monitoring by providing technical assistance and ensuring the proper implementation of state and federal education laws by doing the following:
Review and implement monitoring activities in a manner prescribed by the Department;
Prepare program and mid-cycle review reports for approval from the Director or her designee;
Provide support and guidance to staff in approved special education schools regarding required corrective action plans and progress reporting requested as a result of program or mid-cycle reviews and/or announced or unannounced visits;
Provide technical assistance to staff in approved special education schools regarding the interpretation and implementation of all special education related statues, regulations and Department policies;
Prepare documents and reports with consistent interpretation of regulatory requirements;
Utilize the electronic portal for the efficient monitoring and implementation activities, review of the self-assessments and onsite activity plans, until approval from the Supervisor;
Review and issue appropriate checklists and paperwork for approved private special education school programs regarding the approval or denial of an initial application, program reconstruction, special circumstances or extraordinary relief request.
Review and either approve or disapprove Form 1's, Form 2's, Serious Incidents and ISPs following related compliance forms and procedures for all regulated program areas;
Participate in the implementation of a comprehensive training program to chair program reviews, on protocols and procedures; and
Perform other duties as required.
Travel throughout the Commonwealth is required.
Preferred Qualifications:
The ideal candidate will have some, but not necessarily all, of the following skills and experiences:
• Teaching, training and/or administrative experience in education at an approved special education school or collaborative
• Demonstrated commitment to diversity, equity, and inclusion in education
• Ability to analyze multiple sources of data to identify trends
• Familiarity with policies and procedures for approved special education schools and collaboratives
• Capacity to collaborate with a team to reach logical conclusions and make sound decisions that are well-documented
• Ability to manage workflow through planning and scheduling while engaged in work with multiple schools simultaneously
• Ability to be adaptive in response to the needs of schools and external stakeholders
• Ability to synthesize multiple sources of data and information to make a clear oral and compelling presentation of facts or ideas
• Ability to express ideas clearly orally and in writing
• Ability to hold oneself accountable to fulfill individual and collective responsibilities
• Receptive and responsive to constructive feedback
• proficient with technology (Outlook, Microsoft Office, Teams, Salesforce)

Qualifications

Minimum Entrance Requirements:
Applicants must have a Bachelor's Degree and at least four years of full-time, or equivalent part-time, professional educational experience in a specific, relevant, or related content area, educational program/or service.
Substitutions:
A Master's degree or higher in a specific or related educational content area may be substituted for two years of the required experience.
Thirty (30) semester hours equals one year of experience for substitution purposes. Education toward a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License or the equivalent from another state may be required.
