The Software Technical Manager will lead our talented team of software developers and engineers. You will have a strong technical background, excellent leadership skills, and a proven track record of delivering successful software projects.
Primary Responsibilities:
Lead and manage a team of software developers, engineers, and technical personnel.
Oversee the design, development, and deployment of high-quality software solutions.
Collaborate with cross-functional teams to define project goals, timelines, and resource allocation.
Provide technical guidance and mentorship to team members, fostering a culture of continuous learning and growth.
Ensure adherence to best practices, coding standards, and software development methodologies.
Evaluate and implement new technologies to improve efficiency and stay updated with industry trends.
Manage project timelines, budgets, and resource allocation effectively.
Conduct regular performance reviews, set goals, and provide constructive feedback to team members.
Serve as a liaison between technical and non-technical stakeholders, facilitating communication and understanding.

The GPS Human Services Transformation offering designs and implements large, complex systems development and transformation projects to Human Service agencies across federal, state, and local government agencies as well as higher education institutions. With end-users, customers, and workers at the center, we collaborate with our clients to deliver quality human services and work to support individuals in need. Some areas that we focus on include Children Services, Eligibility & Enrollment, Child Support Enforcement, and Labor & Workforce Development.
This role is located in Sacramento, CA.
Qualifications
Required:
5+ years of experience within the past 10 years, managing a technical team of at least 20 members on a large and complex IT systems development project
5+ years of experience within the past 10 years, managing the system development life cycle (SDLC) on maintenance and enhancement projects that involved large and complex IT systems
5+ years of experience within the past 10 years in the development, implementation, and management of information technology systems, including Oracle technologies, cloud architectures, business systems, server technologies, and communication technologies
1+ year of experience within the past 10 years, on a large and complex IT System using Information Technology Infrastructure Library (ITIL) standards and framework
7+ years of experience with software development with expertise in Springboot Microservices, AWS, Node JS, Postgres, React, GIThub and BitBucket
5+ years of experience in a leadership or managerial role, with a track record of successfully leading software development teams
Bachelor's degree
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
Preferred:
Bachelor's or Master's degree in Computer Science or Engineering
Certification in project management (e.g., PMP)
Experience with agile methodologies such as Scrum or Kanban
Excellent communication, interpersonal, and problem-solving skills
Strong understanding of software architecture, design patterns, and development methodologies
Ability to prioritize and manage multiple projects
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $100,000 to $166,000.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
