Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. ACCOUNTABILITY:
As a skilled employee and responsible professional, the incumbent must work independently, exercise initiative and judgment in the performance of a broad range of responsibilities in an environment of routinely sensitive and confidential issues. Therefore, the employee must have strong organizational and interpersonal skills to deal effectively with all levels of ASUS, Inc. and its wholly-owned subsidiaries’ (hereinafter referred to as ‘the Company’) staff, management, visitors, subcontractors, vendors, and customers.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Prepare, monitor and manage subcontractor, vendor and customer qualifications
Compile and prepare monthly, quarterly and annual Contract Reporting, and annual Small Business Reporting
Serve as liaison and interface with the Department of Commerce, Small Business Administration for the Company’s annual small business goals
Cooperates with, and provides assistance to local Small Business Administration (SBA) representatives for periodic reviews and opportunities for referrals and outreach programs
Maintains open communication with staff at the Company, its subsidiaries and the General Office
Monitors subcontractor qualification requirements for Federal Government and Local State Insurance requirements
Tracks all qualification items for expiration
Contacts subcontractor, vendor or customer representatives via fax, phone or e-mail and requests updated qualification-related items
Assembles updated file and submits for approval to external audit agencies
Assists in Annual updates to the corporate Commercial Small Business Plans
Participates in Small Business training periodically at each of the Company’s subsidiaries.
Assists Management in developing and promoting company policy statements that demonstrate the company’s support for awarding subcontracts to SB, SDB, VOSB, SDVOSB and Women-Owned Small Businesses (WOSB)
Develops and maintains a current Supplier Base in automated systems
Semi-Annual and Annual Small Business reporting in the e-SRS System and miscellaneous reporting as required by Customer
Performs Semi-Annual Federal reporting and filing for Third Party Large Business Contracts over $650K in the Small Business Reporting System (eSRS) and Transparency Act in Federal Funding Accountability and Transparency Act Subaward Reporting Process (FSRS)
Uploads approved Qualification files, Vendor Address Book, Customer Address Book and Credit Applications to ASUS Contracts shared network drive and to Company’s SharePoint site
Reviews Bonds and ensures they are saved in SharePoint. Rejects bonds that are not issued correctly and returns to the Subcontract Administrator, who works with the subcontractor on required corrections, and resubmits for approval
Extracts all Non-Disclosure Agreements (NDA) and uploads to the individual supplier file in SharePoint
Updates internal platforms (JDE, Pipeline Suite, and e-Builder) with all updated information and provides a copy of the approved file to the appropriate Subcontract Administrator
Tracks subcontractor/vendor Federal Debt on SAM at annual renewals
Ensures Conflict Mineral certifications are signed (via Profile Sheet) at annual renewals
Tracks HUBZone Addresses for every new Subcontractor (and Vendor if UEI# is provided)
Compiles and prepares all Contract Monthly and Quarterly Reporting
Compiles and prepares ad-hoc reporting as requested
Performs follow-up of unresponsive Qualification Updates to include e-mail and phone correspondence
Reviews Daily Stop Notice Qualification Report in JDE and performs any necessary maintenance
Adheres to the Company’s document retention policy and procedures, specifically as it relates to electronic/ scanned documents and file maintenance of original and inactive hard-copy qualification files
Performs set up of subcontractors, vendors and customers for each new awarded UP location
Provides on-site initial training classes and consultations for each new awarded UP location
Assists with the development of the Company’s small business outreach initiatives, conferences and workshops
Assists with and participates in some of the Company’s on-site manned booth at industry-related conferences, trade shows and summits
Identifies opportunities for process improvement, applying Continuous Improvement principles and concepts where appropriate
Performs other small business qualifications and reporting related duties as assigned and as required
Provides administrative support to management as assigned and as required
MINIMUM QUALIFICATIONS:
Bachelor’s degree in business administration, finance, accounting or closely related fieldOR four years of relevantwork experience
Basic understanding of insurance terminology and requirements as it applies to subcontractors and vendors is preferred
Expert understanding of Small Business terminology and guidelines, and familiarity with the Small Business Administration is preferred
Excellent communication (both oral and written) and analytical skills
Ability to work independently or as a team to resolve issues or identify plans of action
Proficient in use of modern computerized office equipment and programs
Experience with J.D. Edwards (JDE) is preferred
Experience with the most current version of Microsoft Office Professional and SharePoint is preferred
Supplier Diversity Certification is preferred

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
