Job Description

The Department is looking for a highly motivated leader to serve as the Services and Accreditation Bureau Chief within the Division of Special Education. This position will provide leadership and oversight for assigned program areas and staff.
**Experience in PK-12 special education required.
Responsibilities Include -
Administer, supervise and provide leadership for the Bureau of Services and Accreditation. Provide guidance, coordination and oversight for federal and state programs specifically IAC Chapter 41. Work in cooperation with Division leadership to direct, evaluate and accredit special education programs provided within Iowa schools.
Provide leadership, general supervision and monitoring of statute and regulations over the educational programs provided to students with disabilities in public schools and state operated programs. Lead special education accreditation visits to Iowa districts/schools. Support process and procedures outlined in Iowa Code. Maintain a working knowledge of the state and federal policy. Create reports for districts, state board and external stakeholders.
Coordinate, support, supervise and evaluate bureau Administrative Consultants and Educational Program Consultants in their work in the Bureau of Services and Accreditation. Provide leadership direction, support and supervision for bureau staff as they contribute to attaining Division goals.
Lead team that will establish a process and standards for private special education providers to become accredited in the State of Iowa. The accreditation process will effectively and systematically evaluate private special education programs.
Work closely with the Deputy Director and Division Director on program needs, implementation issues and programs within the bureau. Provide guidance to Department policy and practice, and overall support needed for successful implementation and supervision. Direct the preparation of the budget for the bureau, approve the utilization of funds, assign funding priorities, and assure that program requirements are addressed through resource allocation.
Support the Director and Special Education Deputy Director's priorities through performing other duties as assigned.

This is a non-merit position with the Iowa Department of Education. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
