  Job Description Summary

  The Senior Specialist - Contract Management is an individual contributor who is responsible for GE Aerospace Research's US Government contract activity (for both prime and subcontract), the position requires solid proficiency in contract terms review, financial analysis and regulation compliance for a variety of contract types including Subrecipient Purchase Orders. You will participate in managing various contract types (Firm Fixed Price, Cost Plus Fixed Fee, etc) and develop proficiency in the Cost Reimbursement Group and development contracts, as described in the Federal Acquisition Regulations. Finally, you will engage in and support a variety of contract auditing responsibilities. This work is generally defined in scope, will utilize your understanding and experience to execute business objectives, and you will have the ability to affect short term and some long-term business goals.

  Roles and Responsibilities

  Integrates with a large cross-functional and matrixed team that comprises the GE Aerospace Research Government Operations organization. This responsibility includes both direct and indirect collaboration relationships, as well as communication to Executive site leaders at GE Aerospace Research.Serves as best practice/quality resource across multiple related discipline areas of focus - including government 1) contracting processes, 2) contract auditing, 2) project financial monitoring & maintenance. Has awareness of latest functional developments in own area. Contributes towards strategy and policy development as related to these areas, and ensures delivery within area of responsibility.Engages in and promotes an environment of continuous improvement, able to suggest and implement Contract Operations process improvements.Skilled influencer, able to communicate complex messages to others. Acts as a resource for colleagues with less experience. Explains difficult or sensitive information; works to build consensus and commitment. Developing persuasion skills required to influence others on topics within field.Uses judgment to make decisions or solve moderately complex tasks or problems that impact the function. Takes new perspective on existing solutions. Uses technical experience and expertise for data analysis to support recommendations. Uses multiple internal and limited external sources outside of own function to arrive at decisions.Execute, monitor, and ensure successful Contract closeouts are completed on all GE Aerospace Research Projects.Manage GE Aerospace Research's US Government Direct & Indirect projects - ensures coordination with Aerospace Technical/Project management from a financial and contractual perspective. Ensures that Direct & Indirect proposal requests are supported for the majority of project opening tasks. Will monitor project financials and ensure funding changes are enacted as authorized.Will execute and monitor Subcontractor PO Audits across a range of timetables (Annual, PO Placement, Quarterly, & Closeout). Organize and conduct refresher training, assign auditors, perform Annual and PO Placement audits, monitor the implementation & effectivity of any resultant corrective actions, ensure audit details are available to USG auditors.Monitor for billing holds and perform revenue adjustments as appropriate. Perform spend forecasting based on plan and signal reactions as needed.

  Required Qualifications

  US Citizenship requiredBachelor's degree from an accredited university or college in fields related to finance, accounting, business administrationMinimum of five (5) years of direct or related contract formation, submission, audit, and closure experience

  The base pay range for this position is $128,000 - $213,000 USD, annually. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary/ commission based on the plan.

  This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export-controlled technology. GE will require proof of status prior to employment.
