MDW Associates is currently seeking a Senior Program Advisor to support the Office of the Under Secretary of Defense for Research and Engineering in Arlington, Virginia. The advisor will provide senior-level program direction advice and support Task Order (TO) execution.
The Senior Program Advisor will perform the following job functions:
Provideprogram management advice to ManTech and the Executive Director, Systems Engineering and Architecture (ED(SEandA) for the JDMC Digital Manufacturing Enterprise (DME) and Advanced Manufacturing Enterprise (AME) Working Groups to address enterprise gaps created by unresolved risks, issues, and opportunities.Offer actionable recommendations to improve and increase adoption of digital manufacturing in support of the National Defense Strategy.Assist the DME and AME Working Groups to perform the following tasks: develop, or locate existing, digital Three Dimensional-Technical Data Packages (3D-TDPs) represented in a variety of native and neutral formats; and create a framework to score the readiness of TDPs and software tools to create an "as-designed" digital TDP and model of a product matching the delivered physical asset. Produce a "Digital TDP and TDP Assessment Framework Report" (draft and final) to analyze and document the results of thisassistanceand recommend contract language for solicitations that can help performers get closer to an ideal TDP.Evaluate the security, data exchange capabilities, and interoperability of available and emerging software tools that manage the translation from native Computer Aided Design (CAD) to neutral formats. Produce a "Software Tool Data Exchange Report" (draft and final) that includes an annotated list of available software tools on the market, an annotated list of emerging software tools, analysis of the gaps of each software tool, and recommendations on how best to close the gaps of the software landscape.Review standards,identifygaps, and work with standards development organizations (SDOs) to recommend updates to standards to make them suitable for DoD requirements. Produce a "Digital Manufacturing Standards Gap Analysis and Recommendations Report" (draft and final) that includes an annotated list of applicable standards (including both military and international standards), analysis of the gaps of each standard to address the problem statement, analysis of gaps in communication protocols underlying each standard's implementation, and recommendations.Integrate the contributions of other promising digital manufacturing efforts across the ManTech program to improve and increase DoD adoption of digital manufacturing.Support ManTech and SandT Futures leadership in exercising their duties with the Joint Defense Manufacturing Council (JDMC).Providemonthly progress reports to the Government lead.Required Experience:
Technical experience in advanced digital manufacturing methods and approaches to TDPs.Ability to analyze and score applicable software and modeling tools, and experience in the development and application of standards.Experience in setting, managing, or executing activities within digital or computational engineering, tools, and environments within the modelling and simulation enterprise.Experience in evolution of model/simulation enablers (such as validation principles and verification techniques, etc.) for expanded use in digital applications.Desired Experience:
Experience creating or updating DoD policy, guidance, training, methods, processes, or tools to achieve goals in the National Defense Strategy related to improving engineering practice.Experience with advanced andemerging technology areas, such as autonomy, cloud computing or artificial intelligence. digital transformation or data-centric operations.Education Requirement/Required Years of Experience:
Bachelor'sof Science(BS) degree in an engineering, scientific, or technicaldiscipline that is relevant to engineering (in lieu of a technical BS, non-technical bachelor's degree with at least 10 years of experienceprovidingrelevant technical support may be substituted).Clearance Requirement(s):
