The Americas' Sr. Trade Compliance Manager position in Plymouth, MI is responsible for the continued development and maintenance of Garrett's world-class global import-export compliance program.
Its focus is to ensure all Garrett's import-export programs operating worldwide are compliant with all applicable customs and trade regulations while maximize feasible savings for the business.
This is accomplished by interfacing directly with the various Garrett strategic departments, import-export compliance personnel and functional area leaders to drive process improvements in all areas of import-export compliance.
This position will monitor the compliance readiness of the business through the management of the import and export compliance self-assessment process and on-site compliance reviews (audits).
Position is responsible for monitoring key industry developments, legislative, and regulatory changes affecting Garrett, and represent Garrett in various Trade Associations to ensure Garrett's interests are represented.
Position coordinates with business unit management and other functional area managers to investigate possible customs compliance, export control or trade sanctions violations.
Position will interface with Garrett business management, Director Global Import and export Compliance, Garrett Leadership team, customs brokers, freight forwarders, internal/external legal counsel, customers, suppliers, and government officials.
Position will also provide supervisory support, training, mentoring, and leadership development to the business import-export compliance personnel and will also support the Garrett Global Supply Chain Director with all departmental goals and objectives.
The position will scan and monitor Trade, Customs Regulatory changes and Government incentives Programs, represent Garrett with appropriate industry groups and or trade associations to support Garrett business objectives, pursue opportunities or work in mitigating arising risks that may affect Garrett business, by representing Garrett interests in those groups.
The position designs and develops an Americas duty incentive plan and ensures implementation of various duty incentive programs in the region.
Trade Compliance, overall Act as In-house resource on import and export matters Lead policy drafting, publication, and intranet Trade Compliance site Ensure collection of import and export statistics Verify import and export recordkeeping. Drive delivery of import and export training to identified functions & staff. Perform import and export Self-Assessments Oversee Broker/Agent/Forwarder selection, review, and performance management process. Oversee import and export classification process and database management. Identify import and export resource requirements. Identify import and export risks and opportunities. Lead and support Government and internal audits Identify and direct implementation of IT solutions to meet compliance and opportunity needs. Identify and promote Garrett import and export initiatives. Coordinate Garrett GEM initiatives with the physical locations. Participate and support global tariff committee. Support RFQs for external support of trade compliance matters, e.g. country of origin analyses, FTA qualifications, tariff classification, customs valuation issues Maintain awareness of and disseminate regulatory requirements & changes (actual and proposed) to Garrett functional leaders. Coordinate with various functional areas to minimize risks/maximize opportunities, including but not limited to legal, Tax, Supply Chain, Supply Base, HS&E, Finance, etc. Import/Customs Issue and drive periodic updates to Import Compliance policies and procedures. Direct issues for Customs clearance as appropriate Identify and Drive duty savings and incentives opportunities. Identify risks and lead mitigation plan. Support landed cost analyses for sourcing decision. Support Incoterms buy/sell decisions. Export/Export Control Act as Export Compliance Officer, ECO, for the business Ensure compliance with export rules and regulations. Issue Export Control guidelines / policies as necessary Resolve any "red alert" "hits" on SAP GTS Oversee on-going periodic, as deemed necessary, batch Supplier/Customer screenings with VC. Maintain SAP GTS or other IT system solution for real-time supplier/customer screening. Deliver periodic Export Control Training if needed to identified staff. Business incentive Proactively support identification of project opportunities and potential incentives
Qualifications
Minimum 5 - 10 years of import-export compliance experience required. BA/BS required. Customs Broker license required. Six-Sigma Green Belt certification desired
Skills and Abilities
Strategic thinker with proven leadership skills, project management and tactical implementation success Proven research and technical import-export skills including use of Customs and Export regulations, HTS, Explanatory Notes, rulings, court cases, and Valuation Encyclopedia, as well as a thorough knowledge of entry processing, international freight industry standards and practices, and INCOTERMS. Ability to identify, develop, and implement process improvements. Experience in developing and delivering training on site or via remote web-based applications. Experienced in drafting formal Customs correspondence. Ability to develop professional working partnerships internally and externally. Skilled with special Customs programs (inc. NAFTA, GSP, 9801, 9802, Drawback, FTZs, and Reconciliation). Knowledge of policies, procedures, programs, and products across Garrett is essential. Proven ability to identify, take ownership of, develop, implement and manage complex trade compliance requirements and programs utilizing project management and Six Sigma quality tools. Detail oriented and possessing good analytical and problem-solving skills; able to anticipate problems and diffuse situations. Excellent skills in organization, prioritization, and negotiation; must excel under pressure. Able to motivate others to drive peak performance. Must be self-motivated, goal oriented, and able to work independently in producing results. Proficient with: Microsoft Word, Excel, PowerPoint with ability to develop skills with other programs as required.
