Optum is looking for an experienced Senior Manager with Project Management and Business Intelligence experience. The job is located in Sacramento, CA and involves working closely with multiple State Data Warehouse (EDW) teams. A successful candidate will have a strong leadership, advanced problem solving, and communication skills. The candidate must also be comfortable leading concurrent medium-to-large size projects.
Primary Responsibilities:
General management of the state relationship and contract terms, to include associated subcontractors
Acting as principal interface for Optum with the State customer
Scheduling and provisioning resources along with contractor Statement of Work management
Formal communication and correspondence to the State customer
Collaborate with internal and external business partners to gain understanding of their business needs and adapt departmental plans and priorities to address business and operational challenges
Lead and Develop People
Manage professional employees by setting team direction, resolving problems, and providing guidance to members of your team
Leverage diversity and inclusion to drive employee engagement and foster teamwork and collaboration
Manage and ensure compliance with IT structures/processes/technologies
Maintain knowledge of and leverage IT industry/marketplace technologies and trends
Influence or provide input to forecasting and planning activities
Manage ETL and inbound Data Feed teams
Create schedules, resource plans, and implementation documentation for medium-to-large size projects
Ability to manage subcontractor vendor relationships
Ability to create, manage, and track progress toward revenue and budgetary goals
Ability to work closely with clients at various levels within the organization

Required Qualifications:
Certified Project Management Professional (or planned route to achieve)
Proven 5+ years of Information Technology experience
5+ years of health care experience, especially focused on claims, eligibility and quality of care analysis
5+ years leading projects, ensuring deliverable quality, tracking progress, and reporting status
5+ years of hands-on overall experience with Data Warehouse technologies within the domain of ETL/data integration, Business Intelligence, and relational database management systems
2+ years of Informatica and DataStage
Experience with application development including full life cycle activities
Background managing projects in excessive of 10 million dollars
Proven solid organization skills and ability to set priorities and schedule work deadlines
Proven ability to mentor and lead other staff that requires training and guidance
Proven ability to coordinate cross functional resources; experience managing both direct reports as well as indirect (matrix) personnel
Ability to go into the Sacramento Office at least one day a week (Wednesday)
Preferred Qualifications:
5+ years of account management experience for a government or private sector health care payer
2 + years of experience working on Medicaid projects
Information Technology Architecture Analysis experience
Experience with Oracle, Teradata, and/or other RDBMS platforms
Experience with Cognos, SAS, and/or other BI and analytic tools
Experience leading requirements sessions with client teams
California Residents Only: The salary range for California residents is $104,700 to $190,400 annually.
