This position is located at Central Office in St. Paul and has the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework acknowledgement form. The incumbent may be expected to work in the office on occasion.
This position supervises staff of the Office of Chief Counsel’s Contract Management section. Responsibilities include supervising staff attorneys in providing consultation and advice on the management, strategic planning, and implementation of contract management processes and providing legal, ethical, and practical guidance on laws, rules, and policies that govern MnDOT contracting.
Additionally, the position is responsible for ensuring consistent, accurate, timely, and legally sufficient reviews of MnDOT contracts; providing contract-related guidance and legal advice to MnDOT staff to ensure that MnDOT complies with applicable laws and policies and has legally sound contracts; representing MnDOT on contract issues to other state agencies and outside stakeholders; developing and implementing contract management training; and supervising a variety of other transactional legal work.

Minimum Qualifications
To qualify for this position, applicants must possess a Juris Doctorate from an American Bar Association-accredited law school AND be licensed to practice law in Minnesota
AND
have two (2) years of professional supervisory experience OR three (3) years advanced professional contract management experience. Experience must demonstrate:
Legal drafting skills sufficient to draft complex contracts.
Legal analysis skills sufficient to comprehend case law, statutes, and regulations and to apply findings to specific facts and circumstances.
Client counseling skills sufficient to provide complex information in a useful manner.
Preferred Qualifications
Experience supervising staff.
Knowledge of state and federal laws regulating contracting in a government setting.
