Currently, ManTech is seeking a motivated, career and customer-oriented Senior Human Resources Business Consultant & Change Manager to join our team. This is a remote opportunity.
ManTech is hiring a Senior Subject Matter Expert and Business Consultant to lead change, oversee multiple process redesign/change management efforts, and ensure enterprise-wide process redesign and/or gap/fit integration and alignment with a technology solution. You’ll help us pursue a growing line of business for our firm, working with federal clients and in coordination with our on-the-ground program support team to oversee change management associated with technological innovation.
Responsibilities include, but are not limited to:
Work closely with, and support, federal agency clients in the planning and implementation of major process transformation and aligned technology initiatives
Work with business and technology stakeholders, agile technology developers, testing and Human Resource systems Subject Matter Experts, federal agency leaders, and others to develop and deliver process and change management solutions; support high employee productivity; develop and maintain artifacts and deliverables; manage junior staff; and design, deploy, and maintain the underlying process and change management infrastructure for an aligned technology solution
Focus on user transformation, support, application sustainment, process management, and testing for Air Force customers in support of Human Capital Management (HCM) IT sustainment and modernization
Work with an integrated team and will be provided the opportunity to learn new technologies to include SalesForce, ServiceNow, and Oracle Cloud Human Capital Management platform, business intelligence, and other data integration products
Work directly with customers on Business Process Reengineering to match Commercial Software and meet the customer’s needs
Provide Human Capital Subject Matter expertise to advise on talent management best practices
Create and translate briefings and documentation
Support sustainment activities with current system
Be the expert and team advisor on how Air Force members use their HR systems
Be the expert and team advisor on general Air Force knowledge (i.e. rank, promotion, separation)
Assist stakeholders to understand their system requirements and understand result oriented design
Assist with policy change documentation
Analyze Air Force policies and procedures that effect assigned Personnel Systems and workflow
Identify key objectives and their timeline to ensure member adoption and usage
Define related job roles and organization structures changes
Lead the design and execution of an organizational change management plan to foster change implementation in areas such as business processes, governance, policy, or culture
Develop Work instructions and training documentation
Construct test Plans as well as perform software testing
Use Analytic tools to create reports and prepare user documentation
Coordinate with Personnel, Policy, and HQ staff to institutionalize integrated change measures
Work with senior executives to develop strategies to lead and manage major change
Develop stakeholder engagement plans to cultivate change champions and otherwise encourage change buy-in
Manage a three-phase change management process that includes: Preparing for Change, Managing the Change and Reinforcing the change
Lead the design and execution of communicating and marketing plans to facilitate end user adoption
Basic Qualifications:
12 years of experience in DoD Personnel career field experience
Participated in Business Process Reengineering while implementing a new IT system
3+ years leading OCM efforts tied to IT modernization or change management
Have a successful track record working on change management initiatives
Bachelor degree in a related field
Preferred Skills:
Currently have or pursuing certifications in change (e.g., Prosci), Project Management (e.g., PMP), HR Professional Certification (e.g., SHRM), and/or implementation methodologies (e.g., PMI-ACP)
Master’s degree
Security Clearance Requirements:
US citizenship with the ability to obtain up to a secret level clearancePhysical Requirements:
Must be able to remain in a stationary position 50%
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
The projected compensation range for this position is $130,500-$217,500. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
