The Electricity Infrastructure and Buildings Division of PNNL is accelerating the transition to a decarbonized, efficient, resilient, and secure energy system through basic and applied research. We leverage a strong technical foundation in power and energy systems and in advanced data analytics to drive innovation, transform markets, and shape energy policy.
The Economics, Policy & Institutional Support (EP&IS) group within EIBD investigates energy policy alternatives and performs impact analysis, economic analysis and valuation, and support for institutional change in federal and non-federal agencies.
Responsibilities
We are looking for a Senior Economist with strong energy market and policy analysis skills, cross disciplinary team building experience, stakeholder engagement experience, a collaborative approach to problem solving, and a desire to tackle national challenges around energy and decarbonization. This position will lead research designed to accelerate the transition to a decarbonized, secure, reliable, and equitable bulk electric system.
Key responsibilities of this position include, but are not limited to:
Evaluating market needs and opportunities for accelerating decarbonization and interregional planning, development, and coordination.
Leading projects or aspects of projects that address market strengths, structures, barriers, metrics, capitalization requirements, climate considerations, code limitations, and supply chain opportunities.
Analyzing demographic and market data, performing market policy analysis, and communicating insights.
Leading and participating in stakeholder engagement activities related to markets and transmission.
Participating in research related to markets, electric transmission, and energy equity and regional planning activities.
Leading the scoping, scheduling, and budgeting of complex interdisciplinary projects.
The successful candidate will be accountable to the Economics, Policy & Institutional Support Group Leader and Team Leader, for general staff performance and development, operational discipline (e.g., maintaining training qualifications, procedural compliance, safe operations), and project execution.
Qualifications
Minimum Qualifications:
BS/BA and 7+ years of relevant work experience -OR-
MS/MA and 5+ years of relevant work experience -OR-
PhD with 3+ year of relevant experience
Preferred Qualifications:
Candidates are encouraged to apply if they meet several of the preferred qualifications below, but do not need to meet all.
Graduate degree in economics, public policy, or closely related field.
Professional experience in:
Energy market design and operations.
Transmission system planning.
Energy policy analysis.
Stakeholder engagement.
Energy equity.
Technical experience specific to the job e.g.:
Demonstrated understanding of energy regulation, energy policy, and NERC requirements.
Engaging energy market participants.
Demonstrated ability to become familiar with technologies and technical concepts quickly, at sufficient depth for project analysis and comparison to other approaches.
RTO and ISO proceedings.
FERC authority and processes.
Experience in leadership roles, including management of research, technical deliverables, subject matter expertise, personnel, or similar.
Maintains and collaborates with a broad established network of experts across other national labs, academia, industry, and technical societies.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
