  Summary

  We are currently looking for a Senior Director, Medical Services to join our team!

  Roles and Responsibilities:

  Directs the development, implementation and oversees the execution of departmental policies and standard operating procedures to ensure operations are in adherence to established guidelines of Federal, State and NJ TRANSIT’s companywide policies to include, but not limited to State Workers’ Compensation, and Federal Railroad Administration (FRA), Federal Transit Administration (FTA), Department of Transportation (DOT) and Public Employees Occupational Safety and Health (PEOSHA) regulations to safeguard compliance.

  Directs the development and management of applicable federal, state and company mandated medical monitoring programs, ensuring compliance with regulations related to common ailments related to Hypertension (Blood Pressure) and Diabetes (Blood Sugar), Respiratory Protection, Hearing Protection, Hepatitis B Prevention, Lead Exposure, Asbestos Exposure, Obstructive Sleep Apnea (OSA), etc.

  Maintains a comprehensive knowledge base of federal regulations related to Department of Transportation (DOT) and NJ TRANSIT’s Drug & Alcohol-Free Workplace policies for mandated drug and alcohol testing. Serves as the department’s resource and point of contact subject matter expert regarding the Medical Review Office’s (MRO) application of NJ TRANSIT’s Drug and Alcohol-Free Workplace Policies (reconciliation, reporting &record keeping). Oversees the management of the MRO’s reconciliation and auditing of data/records in addition to being responsible for all preparations for federal, state as well as internal compliance requests.

  Oversees the development and management of department’s operating and labor budgets. Ensures a budget-tracking system, with controls, to ensure oversite and reporting of any budget variances.

  Oversees the review and approval of departmental contracts for supplies, procurement needs, and ensures timely payments.

  Ensures collaboration with applicable stakeholders for case management and cost controls of clinical services provided to NJ TRANSIT employees.

  Builds and maintains a network of physicians and facilities that provide outside medical services to employees. Ensures services provided are done in compliance with applicable regulatory guidelines and in a cost-effective manner. Developing a network of qualified low-cost vendors, as well as ensuring that procurement and contracting of equipment, supplies/medications, hazardous waste, physical and psychological services are all in compliance with federal regulations.

  Directs the management and supervision of the department’s clinical team to ensure best practice standards and continuity of care for assessments, treatments, and follow-up care for NJ TRANSIT employees as well as pre-employment candidates.

  Directs the hiring of staff and contingent workforce, overseeing performance evaluations, and ensuring staff credentials are up to date and in good standing (certifications, licenses, etc.).

  Directs development, maintenance and reporting of department metrics data (daily monthly/ annual reports and special projects as required).

  Directs the creation, maintenance, and security of confidential records (Employee Health Data) and management of the Electronic Medical Records (EMR) system for NJ TRANSIT Medical Services.

  Ensures collaboration between the Medical Services Department and other interagency departments regarding lost-time cases (i.e. Railroad Retirement Board, EAP, Workers Compensation and Disability).

  Designs and leads the implementation of short and long-term initiatives aimed at providing excellence in Employee Health and Wellness (vaccine programs, medical monitoring programs, etc.) by collaborating with applicable stakeholders and business line partners both within and outside the agency. Oversee and coordinate medical surveillance programs, including pre-employment screenings and periodic health assessments.

  Responsible for the department’s collaboration with Human Resources’ Talent Acquisition Partners for all business lines across the agency to ensure the provision of necessary support and information to meet their occupational health needs and resolves any outstanding issues.

  Responsible for the timely evaluation to verify medical necessity and provides recommendations in response to request for a reasonable accommodation per the Americans with Disabilities Act (ADA)/New Jersey Law Against Discrimination (NJLAD) related cases. Participates in interactive process meetings with Human Resources, management staff and Labor Relations (for Agreement employees) to ensure patient advocacy and may make recommendations for work accommodations, restrictions and/or modified duty as appropriate.

  Leads and supports any emergency incident on behalf of Medical Services. Director must be available 24/7 to respond to any emergency medical needs.

  Provides expert testimony in labor hearings, arbitration, and other legal matters as applicable.

  Directs the activities of the Medical Services Department to ensure an ongoing focus on, and implementation of, the strategy and goals set forth for Human Resources and the organization.

  Acts as a key member of the Human Resources leadership team and completes other assignments as requested by the Deputy Chief of HR or Chief of HR.

  Director/Manager, Medical Services Clinical Operations

  Director/Manager Medical Services Administrative Operations

  Physicians

  Occupational Medicine Providers (PA-C, NP, APN)

  Education, Experience & Qualifications:

  A Baccalaureate Degree in Nursing, Health Sciences, or related field. License to practice Nursing, Medicine or other related discipline is required.

  Ten (10) years of progressively responsible clinical experience in healthcare related setting.

  Ten (10) years of administrative experience in Occupational Health (preferred) and/or related industry with demonstrated ability for leadership in an inter-disciplinary setting.

  Knowledge and Skills:

  Knowledge of Occupational Medicine, Occupational Health Nursing, Employee Health, Community Health Core Technology principles and applications - preferred.

  Knowledge of and clinical experience in Occupational Health, Occupational Medicine, Environmental Health, Community Health, or other related discipline preferred.

  Must be experienced in interpretation of Department of Transportation 49 CFR Part 40 regulations including CFR parts 219, 655 and 382, Department of Occupational Safety and Health, Family and Medical Leave Act, Americans with Disabilities Act and Worker Compensation and Disability regulatory guidelines.

  Must possess the ability to utilize electronic medical record systems and comply with record/risk assessment policies and procedures.

  Must possess strong business acumen and excellent relationship building skills to establish credibility and effective partnerships with internal stake holders. Possessing strong capabilities to motivate, drive., influence, and collaborate with others cross functionally and at all levels of the organization.

  Excellent written and verbal communication skills.

  Ability to perform in a multi-functional, multi-cultural, inclusive environment.

  Ability to manage and prioritize multiple projects.

  Demonstrated problem solving and decision-making skills.

  Must be available after business hours to respond to calls and emergencies

  Certificates, Licenses & Registrations:

  Current NJ state license or NJ state certification to practice Nursing, Medicine or Community Health is required.

  Certification as an Occupational Health Nurse, Board Certification in Occupational Medicine, Environmental Medicine or Community Health required.
