Job Description
The Executive Office of Health and Human Services (EOHHS) oversees expenditures of over $22 billion annually, and as the largest Secretariat of the Commonwealth, employs over 20,000 employees and provides direct services to 1 in 3 Massachusetts residents. EOHHS is seeking a Senior Contracts Specialist in the Office of Financial Management. Reporting to the Director of Contracts/Purchasing, the Senior Contracts Specialist will be considered an EOHHS subject matter expert regarding the purchasing and leasing of all goods and services that is required for EOHHS's daily operations.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
Oversee assigned procurement/purchasing projects.Work as an EHS primary contact for Interdepartmental Service Agreements (ISAs).Review contract documents for accuracy, completeness, and content, ensuring compliance with governing laws, rules and regulations set forth by the Operational Service Division and the State's Comptroller's Office.Ensure all fiscal obligations for assigned ISAs, contracts, and purchases are accurately reflected in the state accounting system: Massachusetts Management Accounting and Reporting System (MMARS).Maintain retrievable records to respond to Freedom of Information requests handled by the Privacy Office.Work with assigned EHS lawyers and procurement coordinators on substantive and technical procurements.Prepare draft solicitation documents for purchases for non-substantive and non-technical procurements.Review agreements for compliance with the procurement policies and state financial laws. Agreements include task orders, statements of work, leases, contracts, and ISAs.Prepare and analyze reports regarding EOHHS Secretariat purchases of goods and services.Conduct research and planning for consolidated procurements of assigned commodities.Ensure the Commonwealth's eProcurement system, COMMBUYS, is updated and maintain accurate information related to EOHHS procurements.Monitor execution of purchase orders, leases, and contracts to ensure compliance with all applicable laws, regulations and policies.Coordinate staff augmentation agreements and encumbrances.Assist with analyzing and evaluating vendor responses on an as needed basis.
Preferred Qualifications:
Proficiency with Microsoft Office.Understanding of MMARS transactions.Understanding of eProcurement systems preferably COMMBUYS.Ability to query the Commonwealth Information Warehouse (CIW) to develop reports.Thorough knowledge and understanding of procurement laws, policies and regulations.Thorough knowledge and understanding of Expenditure Classification Handbook.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.
II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.
III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
