  Summary This position is with HQ/Division of Renewable Energy (HQ330) located in Washington, DC. Information about Washington, DC and the surrounding area can be found here. Responsibilities Develop, implement, and recommend changes to administrative procedures and methods. Ensure procedures and practices to be used are consistent. Plan and arrange conferences and meetings at the request of Division Chief. Prepare agendas, notify participants, and arrange accommodations, luncheons, and similar matters. Take notes and follow up on assigned action items with participants. Plan numerous and changeable travel itineraries and commit travel arrangements. Ensure travel arrangements are properly instituted as requested and prepare necessary travel authorizations and vouchers. Respond to inquiries and administrative problems brought to the Division Chief by members of the staff and officials of the Washington Office, State and local governments, BLM organizations, Federal agencies, and Congressional staff. Respond to public inquiries from the media, special interest groups, etc. Notify the appropriate manager or staff official of the need for information or recommendations. Prepare response or follow up to ensure a timely response by others. Exercises control over appointments, with authority for commitments of time. Screens calls and visitors, answering most routine matters questions and completing most business involving established policy independently. Tracks requests, documenting the initial, intermediary, and final disposition of requests. Determines when matters are of sufficient urgency or importance to contact the manager and relays to them the necessary information. Recognizes and honors those matters requiring discretion and confidentiality. Monitor and maintain official files. Maintain physical and electronic files, reports, data sheets, and materials, and design and organize filing systems in accordance with guidelines. Maintain electronic files of correspondence, reports, memoranda, tracking logs, and other documentation as directed. Use automated equipment (hardware, software) for word processing, file management, creating/compiling special reports, electronic mail, and other applications necessary for the support and management of office operations. Complete time and attendance for staff as required. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor will be rated not qualified: Type a minimum of 40 words a minute (based on a 5-minute sample with 3 or less errors). In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-08: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as further defined as: Managing office operations by developing and implementing secretarial procedures and policies; Serving as clerical liaison between supervisor and staff; scheduling and/or arranging meetings or conferences; Performing the following administrative functions: completing travel arrangements, preparing travel orders, reviewing and drafting correspondence, screening visitors and telephone calls, scheduling meetings, and utilizing various office automation software. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. This is a bargaining unit position represented by the National Treasury Employees Union Chapter 341.
