To view benefits available to all State of Texas employees visit the Employee Retirement Systems website at https://ers.texas.gov/benefits-at-a-glance.Job DescriptionThe Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks an Engineer or Geoscientist licensed in Texas to provide guidance and technical review of injection well permit applications and injection well reports for the Special Injection Permits (SIP) Unit within the Technical Permitting Section of the Oil and Gas Division. The SIP Unit permits and enforces rules for injection well Classes III, V and VI (for example, geothermal, lithium and brine mining, and geologic storage of CO2). This position will review complex permit applications, including reservoir models and simulation and reports using advanced technologies for injectate monitoring to ensure protection of natural resources, especially groundwater. This position works with limited supervision under the SIP Unit Manager with considerable latitude for the use of initiative and independent judgment. This position will take an active role in shaping this new unit, helping create new tools and procedures, and administering new and existing statutes, rules and procedures.Essential Job DutiesPerform technical review of injection well permit applications.Performs detailed review of completion of injection wells and wells in the area surrounding the injection well to ensure confinement of injected fluids.Collects, validates, and analyzes data relating to injection well activities.Prepares plans, specifications, estimates, reports, and related documents for compliance with laws and standards; and makes recommendations for improvements.Inspects the work of applicants and operators for compliance with laws and specifications.Prepares correspondence and technical reports.Performs engineering or environmental assessments, modeling, and monitoring.Provides technical guidance on the evaluation of data, coordination of research, analysis of issues, and preparation of reports and recommendations.Works with the SIP Manager, Chief Geologist, Chief Engineer and State Seismologist to resolve injection well issues.Performs reviews of mechanical integrity test reports, well completion reports, and semi-annual reports for compliance with rules and standards.Assists clients over the phone and via email to prepare and submit injection well permit applications and reports.Interacts with cust mers by phone and e-mail to solve complex injection well problems.Research information using records and databases; interprets well information in the Commission's internal and public databases.Meets and maintains measured work standards with a high degree of accuracy and attention to detail while applying varied complex work methods, procedures, and rotating job duties.May be required to represent the SIP Unit at hearings, trials, meetings, conferences, and seminars or on boards, panels, and committees. May provide testimony in administrative hearings.May supervise and review the work product of others.Performs additional related essential tasks to maintain production workflow.For Military Crosswalk information please visit: Military Crosswalk for Occupational Category - Natural Resources (texas.gov)Qualifications: Minimum QualificationsEngineer IVLicensed as Processional Engineer in Texas or demonstrated qualifications such that the employee will become licensed within three months of employment.B.S. in Engineering, Geoscience or similar degree from an accredited four-year college or university.At least seven years of work experience performing engineering tasks.With at least two years of experience related to injection well permitting or operation, reservoir modeling or reservoir engineering.Experience and education may be substituted on a year-for-year basis.Geoscientist IVLicensed as Processional Geoscientist in Texas or demonstrated qualifications such that the employee will become licensed within three months of employment.B.S. in Engineering, Geoscience or similar degree from an accredited four-year college or university.At least seven years of work experience performing geoscience tasks.With at least two years of experience related to injection well permitting or operation, reservoir modeling or reservoir engineering.Experience and education may be substituted on a year-for-year basis.Preferred QualificationsExperience reviewing and/or performing reservoir modeling and/or simulation.Experience reviewing injection well permit applications and reports.Experience with carbon sequestration, geothermal energy, lithium-mining from formation water, and/or brine mining from in-situ salt formations.Knowledge of the Railroad Commission's rules, policies, and procedures.Knowledge, Skills, and AbilitiesKnowledge of engineering principles, practices, techniques, and procedures; applicablelaws, regulations, and rules; and mathematics.Skill in the use of computer-aided design techniques and computerized design,evaluation, and analysis tools; in comprehending technical material; in implementationplanning; in identifying problems and causes; and in the use of logic to assess options.Ability to design and evaluate engineering projects; to interpret and apply regulations; touse deductive, inductive, and mathematical reasoning; and to communicate effectively.Ability to apply engineering concepts, to conduct inspections, to perform maintenance activities, to review design work, to review construction work, to organize and analyze data, to communicate effectively, and to train others.Knowledge of engineering and geosciences principles, techniques, and procedures; of testing methods, processes, and procedures; of mathematics and statistics; and of the practical application of engineering and geosciences
