Position Summary
The purpose of this role is to ensure that the policies and regulations governing the issuance of individual credentials for the provision of, or the completion of, passenger vehicle and motorcycle skills testing are implemented in a manner that promotes public safety on Massachusetts roadways while facilitating fair and efficient business practices.
Duties and Responsibilities
Responsible for regulatory oversight of passenger and motorcycle road skills testing, management of third-party road skills testing vendors.Such oversight will include regular interaction with the industry business partners to foster relationship management and oversight of services delivered. Ensure that applications for credentials under this department are provided equitable access to services, are processed accurately, and with fair adherence to suitability standards. Standard operating procedures and policies are reviewed and revised annually, are published and are maintained in an electronic format to manage version control. Annually, SOPs and policies should be distributed to employees and reviewed in detail to communicate expectations and confirmation of department procedures. Establish performance goals and metrics for availability of road test appointments and access to priority time sensitive customers who need a competency skills test.Establish performance goals and metrics for pass/fail/reject road test results while promoting both safety and efficiency.Accountable for electronic road test scheduling service, the customer experience and journey using this tool and overall performance of the scheduling service and any associated transactions. Track and monitor road test operational data to monitor the program performance against goals and individual employee performance against expectations.Track and monitor operational data to monitor adherence to Standard Operating Procedures and Policies as well as closely monitor program risks and issues to identify potential fraudulent trends or practices and implement measures to eliminate, mitigate and monitor risks/issues.Determines the allocation of resources to provide road skills testing program services to the general public and professional driving schools. Active engagement with the professional driving school industry and the Motorcycle Rider Education Program to promote implementation of best practices in road skills testing, driver education training and delivery of customer services that promote safety.Responsible for the Road Test Program content on the RMV website and any associated program documents. Ensure accurate information is provided, business process/customer journey is described, and information about how to submit a concern, complaint, or compliment on the RMV website.Plan and execute program reviews of the road skills program, benchmark best practices for road skills testing against peer jurisdictions and implement programmatic updates.

Upon a conditional offer of employment, applicants must agree to and successfully satisfy: (i) a comprehensive name-based and fingerprint-based background check of his/her state and federal criminal history records information from all U.S. states, the District of Columbia and certain U.S. Territories and from some foreign nations; (ii) an employment reference check, and (iii) a satisfactory review of his/her driving records to be eligible for this position. A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.

Minimum Entrance Requirements

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
