Nature of Work:In this position incumbent will be responsible for Workers' Compensation, property and liability claims and day-to-day activities of the department. This is detailed and skilled work in scheduling, preparing, and maintaining files and reports concerning the Risk Management Department; including but not limited to detailed data base entry and record keeping. Incumbent will be exposed to extremely confidential matters on a continuing basis and must be able to always maintain confidentiality. Work is under general supervision, but employee must be able to work independently on daily duties with initiative, independent judgment, and discretion in all duties. Incumbent must be highly organized, dependable, and able to work under pressure and handle multiple tasks simultaneously. Involves considerable contact with the public, employees, insurance companies, medical and legal workers. Reports to the City Clerk/ Director of Administration.
Examples of Work:• Process and maintain Property Damage, Liability and Workers Compensation Claims• Investigate accidents, incidents, and safety hazards• Develop and manage loss prevention programs to include safety and property within departments.• Coordinate workers' Compensation claims through communication with injured employee, medical facilities, carrier, human resources, and payroll as applies (reporting lost time, w/c payments, settlements, etc).• Conduct onsite visits to claims sites; take photographs and prepare reports• Manage property, liability, workers compensation, and other insured claims through investigation, risk evaluation, negotiation, mediation, administrative processes, and litigation.• Must be knowledgeable and available to respond to situations, when necessary, which includes being "on call" status for other than regular working hours.• Receive and analyze all liability tort claims against the City; evaluate extent of City liability to establish case reserves and estimated settlement value of claims.• Coordinate the adjustments, defense, or settlement of claims with the City Attorney or designee, where litigation is involved.• Make recommendations on the settlement or denial of claims; make adjustments and settle claims with assigned monetary authority; research applicable laws, codes and resolutions.• Assist City departments in completing claim investigations; work with employees in the field to identify unsafe conditions or practices and recommend solutions to same thus continuously improving the safety of City facilities.• Process data in risk management/ liability claims management system; monitor loss runs and analyze information.• Conduct office and field investigations and coordinate with City departments to determine circumstances surrounding claims involving City vehicles, property, or employees; interview witnesses, third party investigators and others; prepare reports of findings.• Conduct onsite visits to claim sites; take photographs and prepare diagrams or reports; gather information to assist in resolution of the claim.• FEMA/MEMA management of damage claims• Report liability claims to excess insurance carriers in accordance with established procedures.• Represent the City in Small Claims Court.• Requires a current valid driver's license.
Knowledge, Skills &Abilities:• Extensive knowledge of pertinent federal, state and city laws, codes, policies and/or regulations.• Considerable knowledge of standard business practices, risk/loss trend analysis and risk management principles and practices and OSHA Regulations.• Knowledge of comprehensive risk management programs including accident prevention, safety and loss control, insurance regulations, workers compensation and claims negotiation and processing.• Ability to establish and maintain effective working relationships ith City Administration, officials, departments, and the general public.
Minimum Qualifications:Bachelor's degree from an accredited 4-year college or university with major course work in risk management, safety and health, insurance, public administration, or related field.
