The Project Quality Manager leads and supports the advanced product & process quality
planning activities for the Nuclear P&L projects in close collaboration with the horizontal
quality team, the project team and with customer representatives.
Job Description
Primary Activities Scope Globally applicable to all Project Quality Manager roles within the Projects Quality organization, covering following products : Steam Turbines, Heat Exchangers, Automation & Controls.
Main Duties
• Improve customer satisfaction and reduce cost of poor quality through application of advanced quality tools.
• Support Tendering team during ITO phase for quotation in all quality aspects, including regulations, ensure inspection and test program (ITP) are provided.
• Establish close collaboration within the horizontal project quality team (Supplier Quality, site quality, internal partners -engineering- and suppliers, workshop).
• Be the Quality interface to customer and internal partner, participate in customer quality meetings on his/her pproduct scope.
• Contribute to the deployment of specific Project Management Procedures with the Lead PQM.
• Ensure cascading of contract requirements all along the supply chain.
• Ensure quality requirements are managed during the overall project execution and reports any deviation against the contract or GE procedures.
• Define surveillance strategy all along supply chain based on product quality levels (A,B,C)
• Negotiate witness points and quality requirements with the customer/third party, and participate to the set-up of customer follow-up documents.
• Lead project specific supplier risk assessment and the definition of project specific inspection and test plans (ITPLs/QCP).
• Manage Witness point schedule, inspection notification to customer and participate in witness inspections as required.
• Support kick-off meetings (placement of orders) with key suppliers of specific project,
• Suppport in close collaboration with SQE the coordination and the management of supplier Pre Inspection Meetings for Factories and Test Facilities
• Coordinate NCR management as ordering unit with due diligence, being accountable for data integrity as verifier until closure .
Follow-up and communication on customer non conformities
• Support and lead root cause analysis in the project, such as 8D, A3, 5Why, etc. • Support release of final documentation to customers (EoMR) as per ITP or customer commitments.
• Ensure quality documentation scheduled to be sent to the client is on time and according to project planning.
• Ensure the requirements of Nuclear Safety are compliantly managed in the project.
• Seek, share and institutionalize best practices and Lessons Learned across the project. Supports the Return on Experience process.
• Assist Lead PQM in some activities, such as : o Support building and completion of project audit plan. o Ensure that QMS and project quality requirements are understood and implemented within the project. o Ensure NCR and CoQ follow-up
• Train all project staff to Nuclear Safety Culture and Quality Culture
• Coordinate and coach other Project Quality Managers assigned to the Project, if any.
Responsibilities
• Interface and liaise with the Customer for any Project quality issues and coordinates relevant action plans within the Project.
• Ensure that relevant process and controls are in place to deliver the quality documentation right on time to Customer as defined in the Contract such as Project Management File (PMF), NCR reporting, EOMR management).
• Improve Customer Satisfaction and supports reduction of Cost of Quality through the application of Lean tools.
Authority
• Drive the culture change to increase Customer satisfaction and effectiveness of the processes.
• Address a Stop the work if Quality or Safety is at risk.
• Perform audit or inspection visits at suppliers, at GE factories or at construction site.
• Propose improvement projects to increase the effectiveness of the processes.
Required Competencies Education
• Engineering/science degree from university or equivalent
• Industrial background
Experience
• Extensive industrial experience in Quality and a similar role, preferably in a Nuclear environment
• Background in non conformities management
• Quality assurance and control experience or qualifications will be a plus
Behavioural and/or Technical Know-how
• Customer-focused in defining quality and establishing priorities
• Team player with capacity for synthesis and strong oral and written communication skills
• Quality, manufacturing, engineering and supply chain skills
• 8D problem resolution, FMEA and other quality tools
• Qualified as Internal Auditor for ISO9001:2015 and ISO19443:2018
• Ability to deliver effective presentations and educate at all levels of the organization
• Strong interpersonal and leadership skills
• Trained Six Sigma Green Belt or equivalent knowledge of the applicable tools
• Ability to influence cross-functional business teams and drive quality improvements
• Ability to travel regularly
Language skills
• Strong oral and written English communication skills to communicate with involved stakeholders, both internal and external . For some contracts and product lines activities, French will be required.
