  POSITION HIGHLIGHTS

  Full-Time, 40 hours per week

  DISCOVER THE OPPORTUNITY TO

  Conduct economic studies including research and investigation to assist the State Comptroller in discerning state and national economic trends, especially as they relate to the State budget.

  Evaluate legislative and policy proposals in the areas of state and federal tax policy, healthcare policy, and economic development initiatives.

  Produce monthly economic summaries and briefings for the State Comptroller and Executive Office staff as part of the breakdown required for the Comptroller’s monthly letter and budget projections to the Governor.

  Assist in the preparation of the economic sections of the state’s Annual Comprehensive Financial Report (ACFR) and September 30th financial statement.

  Assist in the administration of the OpenConnecticut Transparency website.

  ABOUT US

  The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.

  We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

  The Budget and Financial Analysis division performs the state’s accounting and financial reporting functions and develops and executes the agency budget. The division is accountable for posting, analyzing, and reporting state expenditures and regularly monitors the health of the state’s budget condition.

  PURPOSE OF JOB CLASS (NATURE OF WORK)

  In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

  EXAMPLES OF DUTIES

  Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments;

  Analyzes, interprets and prepares data in a variety of ways;

  Prepares narrative and statistical reports;

  Develops computerized databases and analyzes and interprets computer generated reports;

  Performs related duties as required.

  KNOWLEDGE, SKILL AND ABILITY

  Knowledge of

  research methods and techniques;

  statistics;

  Skills

  interpersonal skills;

  oral and written communication skills;

  Ability to

  analyze data;

  develop programs and use prepackaged computer programs to perform data analysis;

  understand agency related policies and procedures as they relate to research.

  MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  Six (6) years of professional experience in research, data analysis or economics.

  MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

  Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

  PREFERRED QUALIFICATIONS

  Experience utilizing Microsoft Office Suite software to carry out the general administration of work, including Microsoft Excel and Access to prepare spreadsheets, manage data, execute formulas, and formatting and Microsoft Teams to communicate in a team setting.

  Experience reviewing and interpreting economic studies and data to produce summary reports and forecasts.

  Experience interpreting and addressing health care policy and state budget issues.

  Experience utilizing Core-CT or other ERP Financial Systems to review and interpret data.

  Experience communicating to a diverse population and building consensus, including verbal and written communication.
