PSE is on a journey of investment in grid modernization and carbon reduction strategies to become a Beyond Net Zero Carbon company by 2045, balancing clean energy goals with customer expectations for uncompromised safety, reliability and affordability while advancing equity in the communities we serve.The Regulatory Consultant will be a key contributor to the newly formed Operations Rate Plan Performance team within the Clean Energy Strategy & Planning Organization. This position will be responsible for supporting, reviewing, coordinating, and developing multi-year rate plan testimony, exhibits, and data requests. This position will also work closely and collaborate activities with other witness and witness coordinators to ensure consistent tone and appropriateness of testimony, data requests, and other written testimony responses. Additionally, this position will assist with monitoring the delivery of the multi-year rate plan, reviewing benefit realization and performance indicators, supporting various reporting requirements, and coordinating with other internal PSE groups including Planning, Regulatory, Project Delivery, and Operations to track plan performance.Job Responsibilities* Assists with the development, maintenance, and improvement of rate case cross functional processes for multi-year rate plans from case preparation through regulatory process of case including data requests, responses, and hearings to performance monitoring and evidence gathering of plan implementation through final prudence case of actual completion and benefits compared to plan.* Manage the rate case data request process including strategizing responses, managing deadlines, reviewing tone & appropriateness of responses, and updating responses as new information becomes available.* Facilitate consistent written testimony and response format, tone, and quality across multiple witnesses.* Draft rate case testimony, exhibits, and work papers; review rate case documents prepared by others for errors, consistency, and readability.* Work collaboratively with staff from other departments to coordinate rate case processes, timelines, deadlines, testimony, and data request needs.* Assist with the development, tracking, and reporting of performance metrics associated with the multi-year rate plan, settlement conditions, and Commission orders.* Communicates complex concepts to a variety of audiences; can interact effectively with non-technical entities in both verbal and written forms.* Communicates technical matters and business needs to internal and external audiences to support effective decision making.* Successfully resolves escalated issues with limited support required from management.* Performs other duties as assigned.Minimum QualificationsBachelor degree in business, accounting, economics, finance, or applicable field and ten years of regulatory experience, or an equivalent combination of education and relevant experience.Strong management and communication skills.Thorough understanding of utility economics and state rules and regulations. Detailed understanding on the technical areas of responsibility and general understanding of the fundamentals of revenue requirement, power costs and related issues.Proficiency in Microsoft Office tools.Desired QualificationsMBA, or rel
